Ex-Governor Foraker Tells How He Was Imposed Upon, HIS TESTIMONY BEFORE THE INVESTIGATION COM- MITTEE TODAY—HIS RELATIONS WITH WooD— HOW HE GOT THE FORGED PAPER—HIS SURPRISE AT FINDING SENATOR SHERMAN’S NAME—HIS MEETING WITH MURAT HALSTEAD, ETC, Ex-Gov. Foraker continued his testimony be- fore the House committee investigating the ballot box forgery this morning. He said that after parting with Wood he gota letter from him August 17 saying that Crosley (who had the contract) was absent; that Mayor Mosby was favorably inclined toward his application for the position of smoke inspector; that a line from him (witness) would help the application, and that as soon as the smoke inspector matter was settled he (Wood) would go to Washington and get such infor- mation as might be desired in the other matter. Witness replied on the 19th that be (Wood) would get the letter of recommendation from him, as he had promised when he (witness) got the information Woodhad promised and not before. Woon's “VALUABLE PAPERS.” On the 21st witness got a note from Wood saying he had valuable papers, und wanted to see him for fifteen minutes, Witness saw Wood, who produced a letter signed W. M. Langdon, dated Detroit, August 14, addreased to Wood, which seemed to confirm Wood's previous story that an effort was being made to secure Gov. Alger’s signature to a new contract. Wood also gave him three papers he called state con- tracts, which witness did not have now. They had no relevancy to what the witness was in- terested in, and he made no use of them. WITH RESPECT TO THE GUN CONTRACT. Wood produced a letter dated United States patent office, August 6, 1887, and signed by Commissioner Hall,addressed to him,and saying that Lieut, Wm. H. Bell had secured a patent for an improvemeut in gun carriages and copies of the specification would be furnished upon application, Another letter signed “J. E. C.” said that Lieutenant and Capt. Bell were the same person, and added that Peter would help in the Dodsworth case. Wood said that Col. T. C. Campbell and Gov. Witness had this done at Columbus, He then rapidly outlined his ma- sic hall speech and tol: w Mr. Hadden had been shown the photographic copy of the paper and said that the names of Messrs. Sher- man and Cox had been attached since he first saw it, MR. HALSTEAD GETS THE Cory. Mr. Halstead called upon him (witness) the morning after the music hall speech und asked for the paper, and witness gave him the photo- grapie copy and the certificate. On th» 16th of September Wood wrote to him complaining that Mayor Moebey would not appoint him amoke in- spector, Witness understood that charges had been preferred against Wood. At his request Wood came to see him (witness) and he told Wood of the charges—he had been arrested and brought before the police court—and that he must fight :t out with the mayor on the let- ter of recommendation, Wood had explained that he had beeu arrested for defending his wife from insult ona street car. He (witness) read his letter of August 13 to the mayor touching Woods’ application, as well as one of August 16 saying that he had promised to recommend Wood on a certain contingency and that he would like to have the place held open until the requirement had been comphed with. He desired a competent man appointed.
