CLARK, Notary Public. oa Ap occasional explosion of gas in a New York subway furnishes the sole remaining ar- gument against the burial of the overhead wirea. The teaching of these occurrences is not against efforts to put electric wires under- ground, but is against the methods of the New York gas company and the New York subway company. The former lays mains which leak gas, saturating the soil and poisoning the at- mosphere. The latter constructs the subways so imperfectly that the gas works its way into them. and, accumulating, is exploded by electric sparks. The wurning which the New York explosions give is to the effect that the cities where the wires are to be buried must see to it that the gas mains and subways or conduits are gas-tight. The placing of the wires underground will thus indirectly sccomplish an additional reform beneficial to the public health. It will decrease the danger of a poisoning of the soil and air by escaping gas, since it calls attention to the existence of this danger, and, in avoiding a new danger, strikes at the cause of both menaces to the public, When the conduits and gas mains are properly constructed, citizens will be pro- tected from certain forms of poisoning as well 2s from death by electricity. And the New York, explosions should quicken ratber than retard the movement for the burial of the wires. os Representative Springer has introduced a bill providing for promotion and pay of army officers after certain terms of service. Our army is small, but it is a good deal of bother to us, particularly the officers. who are likely to eutuumber the men. A half dozen or more government military schools, where men can be admitted as now at West Point, and retire upon graduation, satisfied with a free education and pay for four years is what we will have to come to, unless we are able to devise some means by which we shall not enjoy this peren- nial peace which is so destructive to military development — ae The social burglar is abroad in Washington, lie is the man who breaks into society.
