WASHINGTON: STAR has the fullest Local y Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. —_ Se Bew York Office: Room 93, Tribune Building. One of the large questions before Congress is the irrigation of the goverument arid lands of the west. In the vast central plain, includ- ing even parts of California, Oregon and Wash- ington, a body of land about two-fifths of the whole United States, there is much fertile soil now unavailable bat capable, if there were a well-distribute water supply, of the production of extensive crops, varying in kind from the northern cereals to the subtropical plants of the south, Individual enterprise has been busy with great projects and at least four nota- ble schemes are already executed or are in course of execution, two of them in California, The peovie of the west think, however, that the federal government can do the work more effectually and they have applied to have an examination made by the hydrographic survey. Congress has heard the application and is in- vestigating the matter both by asurvey and by ® Congressional commission. The prime reason for government aid seems to be that canals from rivers are not suificient to earry the water everywhere itis wanted. The desideratum, too great for individual effort to supply, is a storage basin having these advan- tages: a valley throtigh which a river of some volume runs, ® narrow gorge at the valley's mouth which may be dammed at comparatively small cost, and the location of the reservoir above the lands to be irrigated so as to effect the purpose easily and at reasonable expense. It is urged on one side that government can do this work without expecting an immediate re- coupment, whereas the individual cannot or will not, and that it can better be done by the government, whose lands will be enormously enhanced in value by the improvement. On the other hand objections are raised that the scheme would be the means of creating colossal jobs for favorites, What has been done is cer- tainly within the competency of the national government. Investigation will determine whether the irrigation of the far west is a feasi- ble and advisable thing for the government to undertake. et The first place a foreigner coming to America reaches is New York, and the impression he re- ceives there to a degree colors his opinions of other Americin cities, And what strikes him first is the filthy condition of the streets of New York. For years they have been the sub- ject of adverse comment, not to say objurga- tion, to outsiders; and to residents not oniy that but a source of sanitary danger, Mayor Grant has undertaken to play Hercules to these Augean stables and has begun by dismissing the commissioner, who had informed bim that the streets in his opinion were clean, and appoint- ing a man who knows dirt when he sees it. So far so good. Now if Mayor Grant will rise su- perior to bis surroundings and take away all politics from the street cleaning department he will be on the road to permanent success, To mix politics and street cleaning ends in making both politics and the streets dirty, The governor of New York is opposed to any sort of ballot reform which will disfranchise a man who cannot read and write and who 1s too sensitive to admit the fact and receive assist- auce from others in casting his vote. Is New York to be the empire state of ignorance? What are our public schools for? How many men who are too lazy, or too cureless, or too stupid to acquire the simplest rudiments of education, are troubled with the sensitiveness upoa the subject which will disfranchise them? : — ‘The sealer of weights and measures reports that three-fifths of the bread sold by the bakers in Washington is short weight. The bakers contend that the shortage applies to pastry and not bread, The district attorney fails to see that there is a joke in the business—to wit, that good pastry must be short—and holds that the bakers are in the wrong. ctuskele It will be au interesting time in the Senate when the credentials of the two republican and the two democratic Senators-el-ct from'Mon- tana try to lie on the Vice President's desk in the same spot at the same time so that one set shall not be covered up by the other. The re- markable spectacle has been witnessed in that state, her blushing honors atill fresh and thick upon her, of two legislatures vieing with each other in the business of Senator-making. ——$—— oe The merchants of New York, Philadelphia and Boston. whoare to have $6,000,000 restored to them by the government as excess duties ebarged on imported ribbons, are not sitting up nights devising ways and means of dis- tributing the money among the customers who bought the stock with the excess duty added. At least, if they are, they are doing it only in executive session. ———— This passage from the message of Mayor Grant of New York reads very much as if Mr. Grant were mayor of Washington: “The con- dition of our pavements (sidewalks) bas long been a source of criticism and reproac —— Money continues so tight in New York that the temperance people are thinking of going down into Wall street tohold meetings.
