It charges United States District Attorney Smiley N. The new city government of Boston was in- augurated yesterday and Mayor Thomas N. Hart was sworn in for asecond term. In his inaugural address the mayor urged a liberal appropriation for the entertainment of the ua- tional encampment of the Grand Army of the Republic, Of the city finances Mayor Hart says that under the tax and debt limitation actof the legislature of 1835 $3,900,000 of loans outside debt limit have been authorized by the state, and within the limit practically every dollar has been borrowed, the result being the largest debt and interest and sinking fund burden in the city’s history, The city government, he says, is practically helpless in the premises. it cannot tax the people beyond the limit laid down by the law, yet the wants and demands of the people be- yond that limit are imperative. He thinks the policy of low taxes and large debt is wrong; that the current expenses should be paid out of the current taxes and that Boston is con- fronted by the alternative of either reducing expenses all around, those of the public library and public schools included, or a change in the fiscal policy, which means higher taxes. oee asks for a paid commission to examine the good and bad effects of the laws governing these matters, and to report such recommenda- tions as may be proper and in reasonable har- mony with public opinion.
