It often happens that, as Mrs. Malaprop says, there is mothing so conciliating as severity; but the rough handling to which the railroads have subjected the people of the capital bas not, it is believed, rendered them more submissive to the illegal practices and unreasonable demands of these corporations. Whatever conciliation has been accomplished by this severity is that which acommon threat has caused among the city’s jealous sections and factions, Perhaps it might be wise for the railroads to change their tactics entirely and see what can be accom- plished through an exchange of concessions, ————— ‘The people of this country have special rea- sons for congratulatory rejoicing over a merry Christmas. Their prosperity, though modified in places by fire and flood, has been notable amid the gloom of other civilized peoples, and the devastations that have befallen por- tions of the land have >rought out conspicu- ously the inherent manhood of the nation. Our political example has been followed by another American people, and now we have the satis- faction of knowing that all autonomous Amer- ica is republicaa, Christmas, 1889, throws its mantle of peace, good will and freedom over much the greater part of s hemisphere where tittle over one hundred years ago the name of king was spoken with bated breath. The work of the year in the moral vintage has not been inferior to the rich yields of former years, Altogether the people of the United States have reason to keep cheery hearts this Christ- mas, ns The first number of Kate Field's Washington is now issued. The new publication is a twenty- four page quarto, printed weekly. Its style is bright and dashing, and its advertising columns indicate that it enjoys a sound business back- ing. Tue Srar extends the compliments of the season to its new neighbor and wishes it suc- cosa, A permanent post office for the city will, if it be what it ought to be when we get it, oc- cupy a whole building by itself. It is evident that the purchase and remodeling of an old or the construction of a new edifice will have to be authorized by the present Congress. The sooner the better. The necessity is urgent. It ought also to be plain that the local post office, ifit must have joint occupancy of a building with another government office or offices, should not be huddled into narrow quarters and made subordinate in its general arrange- ments or equipments to any other office of the government—even to the great Department it- self of which it is a part. Let it be remembered in this connection that the Washington post office receives the quarterly returns from all the other post offices taroughout the United States, that through it passes every day vast tonnage of government mail matter of all kinds, and that in no sense can this great post office be re- garded merely as a local office of local belong- ings and surroundings. If, however, it were merely local, and situated in any other city of 280,000 people in the United Statee, it would have been removed ong ago from its discredit- able quarters and provided with suitable equip- ment and accommodations, —<—$—<—— The British have learned from the Russians the art of getting on with barbarous or semi- barbarous people whom they want to absorb ultimately. The Germans, flushed with mili- tary prestige in Europe, appear to need a lesson or two in this respect. The juxtaposition of interests and ambitious aims of the two peoples im equatorial Africa is likely to produce friction in the near future. The British start with na- tive sympathy on their side, $$ + = ‘Two experiments in government aside from our own interest most the people of the United States. These are the hesitating efforts of Canada to decide what it wants, and the more definite aims of Australia to “get together.” The federal council of some of the Anstralian colonies is a feeble, tentative move- ment, but there may bein it the “very body and spirit of the times”—the breath of a grander national life to come. a Too much cannot be said in a city like Wash- ington in behalf of the people’s just and reason- able demand for a greatly extended and im- Proved water service.
