Now that these colossal plans of transcontinental communication have been substantially per- fected it is in senson to look again at the sea, especially when we discover that the percent age of American commerce carried in Ameri- ean ships in 1888 has shrunk to a little over 13 pet cent from 73 per cent thirty years ago. a Stanley’s work in Africa is of higher value the more we hear of it. It appears that among the things he has settled are these: The Coh- §0 traced from the sea to its head; discovery of the water-shed of the Nile and the Congo systems; almost absolute proof that Lake Vie- toria is the largest body of fresh water in the world; and that the ancient ‘Mountains of the Moon” have their equivalent name in the mod- ern Ruwenzore, the highest peak of which he estimatesto be 19,000 feet in altitude and which is entirely snow-capped for twelve bun- dred feet.
