TUESDAY... . .......Decemper 17, CHOSHY & NUYES.... “HE EVENING STAK has tne fullest Local Civeviation efany Newspaper in the Werra, Four more names are added to the death-list of the District railroads. These victims are to be credited to an anprotected grade-crossing. Between manslaughter committed while run- ning at an illegal rate of speed as in the Golway ease, or through inadequately protected cross- ings, both within and without the city limits, and collisions occurring becanse the streets have been illegally occupied as freight yards, the local railroads have been fruitful contribu- tors to the cemeteries of the District. Congress ought at once torequire the removal of surface tracks and the substitution of sunken or ele- vated roads, where either is practicable, within the city limits. The responsibility for muni- cipal legislation in Washington is upon Con- gress, and that body should protect the capital, whose interests are entrusted to its keeping, at least aswell as the aldermen and common councils defend the interests of other large cities. Elsewhere the evil and danger of grade crossings are attacked in earnest, and the lives of the people and the beauty and the health of the city are guarded to some extent against corporate encroachment. As @ result grade crossings in populous cities are gradually dis- appearing, and the railroads perform their use- fal and important functions as public servants with increasing regard for the lives and prop- erty of individuals. It is evident that this Con- gress must do something concerning the local railroad situation, for the railroads themselves demand it, Will not Congress deal with the subject in good faith as the local legislature of the District, and protect the property of the United States, the beauty and healthfulness of the city, and the lives and property of the people of the capital? Ne The proposed measure recommended by the National Commercial Bodies of the United States and known as the Torrey Bankruptcy bill contains, it is claimed, all the wisdom of the Lowell bill with features that are simpler and that commend it to the west, which objected im the 48th Congress to the measure formulated by Judge Lowell. All persons owing as much as $500 and who are not wage workers or engaged extensively in raising agricultural products may accept its provisions. Other excep- tions sre national banks and muni- cipal, charitable and religious organizations. ‘The United States courts are declared to be courts of bankruptcy, and the offices of referee and trustee are created, the latter the repre- sentative of the creditors. The referee i#a salaried officer of the United States, and is paid out of the national treasury. One of the best features is the power with which the District attorney is clothed for prosecuting fraudulent bankrupts, It is the commercial community chiefly who favor bankrupt laws. Such laws should not be temporary expedients, but ope- rate permanently and upon a matured system imaccordance with general principles of law and justice, modified by the local necessities of each particular nation. ee In the tributes paid to Stanley the world should not forget, as it seems likely to do, earlier laborers in the same African field, and especially Captain Speke, who found the sources of the true Nile, and David Living- stone, who in the purity of his life, in his justice in dealing with the natives, and in the moral elevation of his aims asa traveler. was the most remarkable man who ever trod the wilds of a strange continent. Just as disquieting rumors come from Brazil af to the stability of the new republic, the Ger- man bankers refuse to sanction the Portuguese loan lest a republic through its aid might some- how be proclaimed in the Brazilian fatherland, It is not as probable that oligarchie Brazil will revert to her form of limited empire as that mouarchie Portugal will follow the democratic trend of her trans-Atlantic daughter. ———<— The Baltimore and Ohio railroad does not go through the form of declaring its freighs block- ade st an end with the same grace as the Balti- more and Potomac. The latter road, whatever ite real intention, declares that it has meant well all along. and that it will do the best it can. The former withdraws its blockade order, but substitutes for it as an obstacle to the busi- ness and a reflection upon the business men of Washington an order that the freight upon the blockaded articles intended for this city must be prepaid. Indications multiply that the two roads are acting together to coerce the business men of the city into the support of such legislation concerning them as will give them everything that they desire without requiring them to improve in return and forthe public benefit the conditions of their present occupation. The danger and dis- figurement which they inflict upon the city are 80 obvious, and the illegality of certain features oftheir occupation is so glaring, that they have feared hitherto to bring about congres- sional discussion of the local railroad situation, and what they have specially asked is to be let slone. Now they wish for something from Congress, and by applying in combination Pressure to the business interests of Washing- ton they hope to get what they want and to quiet the demand for legislation to correct the existing evils of which the people so justly and wo bitterly complain. —————— - = How much the compromise verdict in the Cronin case was due to sympathy for the de- fendants feit by one or two of the jurors, how much to opposition to the death penalty even in the most extreme case. how much to doubt coneerning the proof in murders demonstrable only on circumstantial evidence, and how much toa fear lest a mistrial should ensue will prob- ably never be known. oe The Supreme Court might well have other and more comfortable quarters in a separate building. Two great branches of the govern- ment should not occupy the same crowded edi- fice. The removal of the court from the Capi- tol to some place near by would solve a part of the committee-roum problem, which annually, net to say momentarily, vexes the souls of the Congressmen at both wings of the Capitol. The bill introduced by Senator Dawes making the local recordership of deecis a salaried office and limiting its occupancy to District citizens is right in principle. The disgraceful practice of using this office as a political pap-dish for feeding imported favorites should be stopped at once, and it seems that to secure this reform with certainty the temptation of its fat fees must be removed. oo The public mind may not be unanimous as to whether capital punishment or life imprison- ment is the more effective sentence for mur- @erers, but it is undivided on the more im- portent question whether assassination by con- spiracy shall receive condign punishment at the io La Grippe, influenza, epizooty—whatever you may call it—has reached this country and the doctors are denying that it is followed by ebolera, although they admit that the atmes- pheric conditions that are favorable to infiu- enza may encourage cerebro-spinal meningitis.
