Bailey has filed a bill for a divorce for C. W. Keese against Mary §. Keese on the ground of desertion. The bill states they were married at Rockville, Md, in May, 1875, and ebarges desertion February 28, 1875, Mr. George Kemp, formerly of this city, died st Kansas City, Mo., yesterday, He isa brother of J. Arthur Kemp, clerk at police head- quarters, and resided here w years ago, when he went into Dusiness at Kan- aes City. Mr. J. A. Kemp left for Kansas City on receiving the tele; | about two “A DANGEROUS MAN.” Theurer, the Crank, Who Threatened Secretary Blaine and Others. John Theurer, a crank, was before the Police Court yesterday afternoon on a charge of threats preferred against him by Sanitary Offi- cer Frank. The prisoner, as heretofore stated in Tue Stan. was at one time a trapeze per- former. While performing in Lisbon, Portu- gal, some years ago he fell and injured his head. What funds he had were expended in hospital treatment. When he recovered from the effects of the fall the American consul fur- nished him transportation to this country. The injury to his head grew into insanity and he came to this city. He spent some time in St. Elizabeth's hospital for the insane and after being released as cured he became a charge upon the District. Sanitary Officer Frank had to look after him and being unable to do anything else with him he had the insane man sent to the work house. He subsequently furnished him transportation to Pittsburg, but he returned and called to see Secretary Blaine about an imaginary claim against the govern- ment, and in connection with 1t he THREATENED THE LIFE OF THE SECRETARY. The sanitary officer has done all in his power for the prisoner's treatment. Again he had him sent to the work house. At that time Theurer said that he was insane and had been discharged from the asylum prematurely, and | claimed that he had rights in the asylum. While in the work house Theurer made threats against the sanitary officer, and his time being up, he was today taken before Judge Miller. THREATS TO “PIX” SANITARY OFFICE FRANK. The physicians from the workhouse were called to give evidence and one of them said thatthe prisoner threatened to “fix” Mr. Frank. One of them said that the prisoner had been discharged from two asylums as cured, and one of them, the Hamilton asylum, branded him as a “dead beat.” The doctors did not think he was crazy, but they did think he was A DANGEROUS MAN TO BF AT LARGE. Stationkeeper Rolffe of the ninth precinct knew Theurer at Hamilton, Ohio. After he went to Portugal and got injured the citizens of Hamilton gave an entertainment and raised quite a sum of money for his benefit. He was sent for and brought home and was cared for by the citizens until he left that section. In his prosperous days he was an all-round athlete, and Mr. Rolffe said he was the “pride ‘of their country.’ He first learned cf Theurer’s misfortunes through Representative Campbell, Sanitary Officer Frank said he regarded the manasa crank, and Judge Miller also thought that the man was crazy. The prisoner told Judge Miller that he has gotten rid of his delusions since his last ap- pearance, and he denied the charge of threats, JUDGE MILLER’S POINTED REMARKS. “Iam certainly not going to turn this man loose,” said Judge Miller. “We have had too much of this thing in the past.” “I know I have been doing foolish things,” said the prisoner, ‘“‘andI now want to leave this city.” Judge Miller referred to past experiences of the courts with such people. Discovered by a Fourteen-Year-Old Girl and Frightened Off, In the Police Court yesterday afternoon James Anderson, an alleged colored burglar, was tried on acharge of housebreaking. Police- man Rhodes, who arrested him, accused him of having entered the house of Frank Steck- line on Whitney avenue, with intent to commit afelony. It was about 10 o'clock at night and Mr. Steckline was away from home. Three of his children were in bed, when they hearda noise that sounded like a burglar was about. The oldest child, a girl fourteen years old, got up and made an investigation, but, failing to find the burglar, she returned toher bed. Presently the negro crept into the room and was about to blow ont the light when she saw him, and, jumping out of bed, ised the window and shonted for help. eries frightened off the burglar. Upon the de- scription she gave of the intruder the police- man arrested Anderson and he was fully 1d tified as the intruder, Judge Miller com: him for the action of the grand jury in default of 1,000 bail. AN ALLEGED CHICKEN THI=F. Albert Merritt, colored, started to prepare for the coming holidays, and that is why he was before the court. John Meeks of 436 10th street has chickens, but they were not roosting high enough to be beyond Merritt's reach. The lieutenant, although taken by surprise, expressed the thanks of himself and wife for this mark of the confidence and esteem of his brother officers, —_— Approval of the President’s Views. Ata meeting of the Central burean of relief last evening a letter addressed to the President expressing approval of the “just and states- manlike” views contained in his message in re- lation to the political and civil rights of the colored people was read and indorsed. A com- mittee consisting of F. G. Barbadoes, R. H. Gleaves and C. A. Stewart was appointed to deliver the letter to the President. A resolu- tion was adopted a that a collection be taken up in the colored churches of the city for the benefit of the fund to aid in the prose- eution of the appeal of the case of the Nuvassa prisoners at Baltimore. Col. Carson, the pres- ident of the bureau, stated that he had decided to close up his saloon, The meetings of the bureau will hereafter be held in the room now occupied by the saloon. The North Carolina republican association last evening adopted resoiutions thanking the President for the practical suggestions con- tained in his message to the Fifty-first Con- gress and his words of earnest friendship for the coloredrace. Bossart and W. J. Broadbeck, who conduct the saloons on the Alexandria ferry boats, charged with conduct- ing unlicensed bars, were heard in the Po- lice Court yesterday.
