The lumber dealers are not by any means the only sufferers. Com- plaints come from tradesmen who impctiently await the delivery of small articles, which are usually received soon after shipment. Goods intended to be displayed and sold during the busy season preceding the holidays are with- held, and it is freely predicted that alarge crop of suits for damages will spring from this policy of obstruction and delay. On many important questions touched in his voluminous message the President takes the safe middle path. The cautious conservatism of this business-like message is its most nota- ble feature. The President holds in respect to the tariff that “the protective principle should be maintained,” but he does not overlook the necessity for “reducing the receipts to the needs of the government as closely as may be,” and he states as broadly 2s a free-trader would the economic fact that ‘‘the collection of mon- eys not needed for public uses imposes an un- necessary burden upon our people.” The Presi- dent’s silver policy is intermediate between the extremes of free coinage, as advocated by Mr. Bland and Senator Stewart, and the position of the monometalists. He shows the good uses of silver certificates and their great popularity, but he opposes squarely the free coinage of silver. The meeting of the Evangelical Alliance which convenes in Boston today will be an im- portant session of that great co-operative asso- ciation of Protestant churches for practical work lying outside the precincts of strictly de- nominational activity. The Catholic congress, recently held in Baltimore, answered in some sort the same ends for the Catholic church. The former, however, is a working bond be- tween many churches having a ccrtain approx- imation of creed and sympathy in labors, whereas the latter's purpose was co-operative work im the one church holding the conference. In this connection it is interesting and encour- | aging to note the distinct advance toward es- sential unity in all branches of the Christian eburch, both as to matters of faith and practi- eal effort, which has been made during the present century and especially within a few years, a 2 The platform of the English Liberal Con- federation, although including such measures as Welsh disestablishment. single voting and opposition to founding a Catholic university in Ireland, did not reach public expectation as a radical pronunciamento. There is every reason to believe that the republican party in Congress will live up to its pledges to the peo- ple on this subject as fairly and squarely as the republican President does. and that the spoils- men who clamor for an act of partisan dishonor will be again disappointed and displeased. a The interviews on the subject of the world’s fair, printed in this morning’s New York Worl, while they should not be accepted as conclu- sive of the claims of either of the places striv- ing for the site, since they are the expressions of preference of only 137 members in all out of 330 members of the House of Representatives and 84 Senators. are yet satisfactory to Wash- ington as far as they go. In this list the national city figures as third, the poll standing: Chicago, 67; New York, 48; Washington, 36; St. Louis, 22. Washington is th> second choice undoubtedly of a greate> number of members of Congress, as it is the | choice of a greater number of people, than any other city competing. Of the members who refused to express @ preference there is every reason for believing that a ma- jority on a square vote in Congress would sup- port the capital city as the obviously fittest place for a national exposition. It ia as a com- promise site that the capital expects to be selected after local preferences have been ex- pressed by the various sections and the con- tending commercial interests. oe The accession of Costa Rica and ‘aragua to the plan of union of the five Central Ameri- can States will carry into effect another of the hopeful projects in that part of the continent, and will add to the list of federal republics another and more southerly “United States.” ‘There must be a charm in that name, hit upon by our revolutionary fathers to express a great idea and consecrated by continued acceptance through all constitutional changes. It is per- haps well for Central America that she waits | ten years before adopting a permanent consti- tution which shall give her a common domestic policy. Time isan element of much import- ance in the formation of governments. —# What this town needs is to have a member of | Congress, a judge of one of the courts or a| District Com joner run over at a street crossing by a rapidly driven vehicle. When that is done we shall probably have a law or regulation against fast and reckless driving on | the streets, The running down of Miss Foote yesterday was another exemplification of this long felt want, but the sacrifice of a high of- ficial seems to be required in order to secure for the commuuity at large that protection to | which it is entitled. The campaign for ballot reform is going to | be waged more vigorously than ever in the New | York legislature next winter. Mr. Saxton, the author of the bill which Governor Hill has taken such satisfaction in vetoing, will be on hand with his favorite measure, revised and | improved in the light of his observations for a year.
