Char, Notary Public. ——————- = ——__$§_ In the opinion of the business men of Wash- ington the Pennsylvania railroad company has for months deliberately obstructed and delayed the delivery of local freights in order to whip the merchants into the support of legislation confirming the present illega! holdings and uses of property by the railroad, and prac- | tically turning over to it to be disposed of at pleasure the whole of South Washington. This policy of coercion and intimidation has sub- jected the local business interests to great damage and immeasurable inconvenience and annoyance. The point in the endurance of these hardships has now been reached when those who are unwilling to be kicked {nto compliance with the railroad’s Unreasonable demands begin to consider the advisability of retaliatory measures in self-pro- tection. Hitherto considerations of self-inter- est on the part of the local business men, who Baturally desired to stand well with the trans- portation agency upon which they largely de- pend, have kept this part of the community in @ neutral attitude in regard to efforts to com- pel the railroad to obey the law. The fight for the law has been left in the main to the people of South Washington who have suffered in life and property from the rail- road's illegal acta. If the whole community should be driven into a desperate attempt to establish that the railroad is not above the law there would at least result a settlement of the dubious question whether it is Congress or the Pennsylvania railroad which has the power of exclusive legislation in the Dist and whether the property owners of the city have any rights which the railroad is bound to respect. The railroad gratuitously enjoys in this city by the favor of Congress property and privi- leges for which it would be compelled to pay several million dollars elsewhere, It has free right of way along the public streets and the use of public reservations as station sites, It cuts in two and spoils the largest park within the city limits. Not content with this gratuity ofseveral millions, it occupies property and extends its tracks to streets not granted to it, It subjects the streets over which its transit is authorized to illegal uses by converting them into freight yards. It illegally blocks import- ant avenues of the city, and by a belt, often impassable and always dangerous, it cuts off the river front and a large sec- tion of the city from the business center. It acts in every matter as if it were by favor of Congress above the law. So much has been given to it that it seems to expect everything else for the mere asking, and acting on this theory it has helped itself to some things with- out even the formality of a request. Any at- tempt to secure from it consideration for the people of this community such as it is com- pelled to show in other cities, and to require it to pay regard to the law, is resented a8 a personal and presumptuous attack, an of- fence to be punished. It is not believed that the business men of Washington are to be whipped into a craven submission to the rail- road's demands. The terminal facilities of the railroads must be increased and improved, but protection of the lives and property of the people of the District must be a factor in any arrangement made, and concessions for the benefit of the railroad should be counter- balanced by concessions in the interest of the People. a At noon today the Fifty-tirst Congress con- vened. In a representative democracy the as- sembling of a new legislature is the event next in importance to the choice of the members composing that legislature. For the iaw-mak- ing body in such a goverument is the closest expression of the popular will, The new Con- gress is largely composed of men who have had experience of public life, either here or in the tates from which they come, and it is proba- ble that the same leaders wiil direct legislation who have for several years past controlled it, save that in the House the initiative will be with the party which has been a minority since the Forty-seventh Congress expired. The coming into power of the republican party in all the great departments of the government is, ef course, @ moment of vast significance not only to the members of that politi- eal organization but as well to the people of the United States who do not belong toit, Itmeans achange of policy. Whether thatchange will be radical or otherwise re- mains to be seen. Such is the conservatism of the American character that few radical de- partures that would strike a disinterested for- eigner or @ philosophical student of politics have been made in all our history, and those have bad causes that were easily traced back to remote periods. In their forecasts of the im- portant legislation expected at the hands of this Congress the more judicious leaders of both partics have predicted that the action taken would be such as would not startle any portion of the coantry. It does not seem prob- able, in view of the fact that the two parties represented in Congress are neariy of the same Popular strength, that any extreme measure will be exacted. —— + = ‘The fire which destroyed the office of the Minneapolis Trijune and « number of its em- ployes, coming so soon on the heels of similar disasters on 4 larger scale as to property loss in Lynn and Boston, bas seriously impressed the public mind with the necessity for greater safeguards against the flames. The Tribune building, it seems, was provided with ouly ove fire-escape and one stairway, which was a nar- row one, winding around that deadly fire trap, the elevator. Urgent needs of the times are a fire-proof buildiug which is proof agaiust fire, and 4 vigorous enforcement of laws which re- quire the furnishing of adequate fixed appli- ances to enable people to escape from buruing buildings. oe The Speaker of the House of Representatives, installed today, is thoroughly well equipped for the duties of this high office. He leaves the leadership of his party on the floor to as- sume the functions of presiding officer. The only doabt which is expressed in his party con- cerning the wisdom of his promotion is based upon the loss which it involves of his powerful and brilliant leadership on the Joor. Aud this doubt is a compliment. ———— The anxiety of business men over the talk by the insurance companies of increasing rates a aceount of the recent fires is perfectly nata- ral.
