The present ones are a scandal in a city of this size and importance, and, as he pointedly charac- terizes them, have “long been a reproach to the capital and a disgrace to the country.” He suggests, however, as a remedy the con- solidation of the bureaus of the general post office department and the local post office in a new and suitable building upon a convenient site to be purchased by the government. Experience has taught that the best provision for the local post office will be a suitable struc- ture, conveniently situated, separate from the general post office department. Thero is little in common in the work of the two departments. ‘The local post office ought to have, as in other large cities, a building constructed especially and exclusively for its uses in which its needs shall be primarily considered, If it occupies a building as tenant in common with the general post office department the local needs are in- evitably subordinated to the requirements of the national department. When the local and national bureaus were housed together in the past, both outgrew their accommodations, and, the preference naturally being given to the general government, the city post office was cramped more and more and was finally kicked into the street. The Postmaster General's report shows a great and steady increase in the room required for the generat department, If the two departments should again resume the relation of tenants in common a similar ending to that suffered in the past would be feared for the local post office. It is hoped thatthe Postmaster General will endeavor in the first instance to secure in- creased and improved accommodations for the Washington post office in a building of its own, designed and erected for its special use, and will not urge the consolidation suggested unless it is found to be absolutely impossible to secure for it separate quarters. ——— The report of the District Commissioners, handed to the President today, gives an admi- rable and interesting summary of District affairs, and is printed in fall by Taz Stan as matter which directly concerns every local tax payer. In addition to the statement of things which are. the report contains numerous recommendations concerning various matters which the District hopes may be. The Com- missioners indicate that they will submit dratts of proposed legislation to improve the methods of making the tax assessments, to enable the District to give an indefcasible title under tax sales and to regulate the issue of licenses for intoxicating drinks. Among their specific recommendations are the establishment by law of a pension fund for dis- abled firemen, the repeal of the law limiting membership on the local police force to honor- ably discharged soldiers or sailors, a sufficient appropriation to lay all the District electric wires under ground, extension of the laws of the corporation of Washington over the entire District, the enactment of Ta Puus Roraz “Ovsxxo.
