Pendleton civil service reform loses one of its most distin- guished and successful advocates, No man stood higher in the esteem of his cotemporaries among the better class of statesmen than he. Of excellent ancestry, enjoying all the advan- tages that could be conferred by education, travel, wealth and communion with the lead- ing people wherever his lot was cast, he repre- sented an clement in our society which is not tobe undervalued. The benefit to the country of having such a character in politics, as a counterbalance to the sordid motives and petty aims of so large a multitude of the men who make a trade of public service, is beyond question. Not only were the acts of Mr. Pen- dieton raised above the suspicion of bad in- tent, but his presence among our Jaw-makers furnished an example to which the attention of the on-coming generation could be directed with confidence that they would derive only an inspiration for good from its contemplation. ‘What the eminent Obioan did in his own per- sonality for the higher walks of public life, he tried to do for the humbler walks by engraft- ipg upon the laws of the country a provision UNDERWEAR ‘The following reduction on Heavy Merino Under- wear: 50c. quality, 30c.; 68c. quality, 49c.; 75c. At is not aaa democrat, or as the minister plenipotentiary of a great power, or as an associate of the noted men who flourished while his own life was in its prime, that he will go into history with the greatest glory to himself; but as one who, at a time when the spoils theory of politics was en- joying its broadest success, boldly faced the eurrent and forced it back, and who surren- dered his carcer as a sacrifice to a principle in which he firmly believed, and to which he had devoted the best energies of brain and body. a The contest in New York between an iceman snd a reporter for a seat in Congress calls orth a good deal of remark in the press there and elsewhere; but few of the commentators ‘uave apparently seen anything in the case worth noting beyond the peculiar oceupstions of the candidates. How came these two men to be running for Congress now, after the gular fall ele-tions are over? The vacancy waa occasioned, not by death or disability, out by the circumstance that the man elected | 2 and found it vas offered a municipal o fituble to resign, Is there not im this a sson for our natioual law-makers? What sort “asalary sysiem is it which enables a city ftonaaid that, after the experi- | no member of Congress would less propose, an increase of kely—not for himself and his legislation should be made plication ouly. It is back pay, not , that the people object to; and pay is eo low that it practically excludes a of th n the country who jook out for the comforts of s fe before indulging in its luxuries, or enables sume petty local odice to win a budding states- man away from his career. is not » fair re- miuneration for good service. secctannls is sohyrai aa Se Now that Dan Rice has arranged to come awdust ring, s revival of some of ue professional traditions of the past may be expected. An oid fashioned clown would look tof place except in an old fashioned circus, with no m ie attachment, a single ring in a tent small enough to enable all the spectators to see what is going on, and @ charge of filty cents for the best seats. The modern innova- tious are all very welt, but there are a great many people who do go to the circus for the sake of the circus, and not merely to “drop in and best m | THIS TIME OF THE YEAR, RVERY WANT 1S a look at the animals;” who prefer taking their amusement at a pace which enables them to enjoy what is offered them; and who would rather spend their dollar in going twice toa email show than once toa large one. There need be no rivalry between the “monster ag- gregation” of wild beasts, wax figures, human freaks and “schools of equestrian art,” and the plain little single-ring circus with its capital riding and tumbling and the jolly old clown, who in spite of occasional coarseness delighted the hearts of an older generation, $$$. It is a subject of general congratulation among the better class of people in Chicago that the anarchists have merged their passion for blood in a passion for beer. That is cer- tainly much less disturbing to the social order. The more beer the anarchists take in, the less blood, it is hoped, they will be disposed to let out; and perhaps the cheapest way for the au- thorities to deal with them would be to pay the expense of reducing them all to a state of coma by the geutlest and most seductive form of alco- holic narcotism, and keeping them in that con- 5c. quality 19c.
