The latest reports of the revolution in Brazil confirm the impressions of Tue Star as to its motive and the seat of its special strength. There is no longer any question of its complete- ness, when we learn that Dom Pedro has packed his trunk and gone for a visit to his European relatives, The good old man has suffered simply for the accident of his royal birth. If the blood of a royal house had not flowed in his veins he would have made the best republican of them all, for he knew how to be progressive without a taint of radical- ism, and dignified without vainglory. The gentle way in which he has been treated by the insurgents, who seem to have felt compelled as * matter of self-protection to force him into exile. indicates in what high regard he is held by his people, and is in striking contrast with the conduct of revolutionists generally toward the monarchs whose thrones they pull down. Tt must not be assumed, however, because the Brazitian revolution is an accomplished fact, that the republic will have plain sailing from the start. A standing army is a perpetual menace to free institutions; and it becomes doubly dangerous when it has once, as in the present instance. realized its power by over- throwing an established government. Under the modified system of compulsory military service in vogue im Brazil, the army is merely a hired force, ready to be moved, by such ecn- siderations as increase of pay and privileges, in obedience to the will of any temporary leader with a forceful presence end a clever tongue. ‘There is nothing to prevent a fatal rivalry from springing up between two commanders, one of whom is inimical to the party in pos- session of the civil establishment, with the sequel of the arrest, perhaps the banishment at point of bayonet, of the president. his cab- inet ministers and other leading officers of state, The change wrought in Brazil in a single dey seems almost miraculous. Without bloodshed a monarchy becomesa democratic government. It is in a line with the calm and peaceful processes whereby the emancipation of the slaves was secnred, a similar extraordinary event in the history of nations, as unlike as possible to the experience of the great republic of the north- erm continent. Nothing speaks with more as- surance for the Brazilian faculty for self-gov- ernment, if the ambitions of individual leaders can but be kept in repression and the military force thrown into the background. —— « Much complaint was made afew weeks ago about the insufficiency of freight facilities in Washington, as shown by the blockade which occurred after the Knights Templar made their visit to the city. Itis undoubtedly true that the railroads running into Washington need more and better terminal ‘facilities, and that special causee have recently made the city a special sufferer in this respect; but the testi- mony which comes from other parts of the country indicates that the resources of the rail- roads generally for the transportation of freight are inadequate, and that a large part of Washington's inconvenience is endured in common with other cities. The lamentations of shippers and carriers have been beard on all sides for the insufficiency of the equipment even of the leading roads in the United States, From one source comes the statement that 2,000 more cars could have been used this season, and from another that there was an average of 400 cars a day in de- fault on through freights alone. This was the result, in part, of the warning uttered by so many conservative prophets, that we were to have a period of commercial dullness following the do-nothing sessions of the 50th Congress. The facts have overset all theories. The abund- ance of the crops and the operation of the or- dinary trade laws of supply and demand were enough to startthe railroads booming. The grievances from the delays may perhaps be endured philosophically in view of the general prosperity of which they appear to have been to some extent a surface index. And it may be reasonably expected that next year the rail- roads will not permit themselves to be caught with a supply of freight cars so madequate to meet the demand. —— + The movement in favor of rational liquor legislation, in support of which a meeting was held in Baltimore last evening under the auspices of the Roman Catholic church. is un- doubtedly destined to make its mark upon the moral history of the whole country. The meeting, however, might have extended the scope of its resolutions further, and included ageneral recommendation of the local option system, as ministering at once to the needs and the desires of every community. In the rural settlement, where every man knows something of his neighbor's business, and where the Great mass of public sentiment points in one direction, it is often practicable to enforce a Prohibitory rule. There the anti-saloon ele- ment, under a local option system, can have ite way and cut off the liquor traffic altogether. In the large cities, where prohibition cannot at thie time and in this country be en- forced, the most effective form of restriction cantbe secured in a license so high as to drive the worst class of dramsellers out of trade. The extremes to which the campaign for prohibi- tion as a universal rule has been carried, dis- regarding the practicability of its local en- forcement, have placed many persons of prac- tical views in the false position of appurent antagonism to the principle of temperance.
