Building, The reported revolution in Brazil was nat- rally at first supposed to be only ascare for the purpose of influencing the speculative mar- kets in this country. The coincidence in time and terms of the dispatches received by promi- nent merchants in New York city yesterday lent color to such a theory, especially as the messages seemed to have been sent so that, if they had escaped all delays, they would have caused a stampede on the coffee exchange dur- ing the last hour of the day. But the accounts received in London appear to be bona fide, and leave little doubt of the truth of the main fact, although the extent and probable duration of the revolt are left to pure surmise. The only really surprising feature of the news is the fact that Dom Pedro is still on the throne. He has been a wise, benignant and universally popular monarch, liberal in his views, and generous in his treatment of every- thing that made for the material, intellectual and moral progress of Brazil. It has often been prophesied that he would be the last em- peror, and some have gone so far as to predict that he would abdicate in order to become the first president of the republic. His daughter, the Princess Isabel, Countess d’Eu, is not re- garded at all with the same favor, In her blood runs a preponderating strain of Portu- guese conservatism, while her marriage has added to the influence of this an element of Bourbon bigotry and obstinacy, Under her reign the people have felt that they would have no inspiration to improvement, for the dy- nastic interests would overshadow all others in the policies of the government. For that rea- son it was not generally expected that the em- pire would survive its present head, The mut- terings of discontent, from which future trouble was apprehended, have been loudest in some of the southern provinces, which would make Rio naturally the first point of attack. a The principle of colonial confederation has been found to work well enough in Canada to make Australia envious. There is talk, there- fore, of a Dominion soon to be formed on the South Pacific continent of members which have been heretofore independent colonies. Except for local purposes, the Australians have been regarded as a single body for many years, so that the formal organization ofa union will not make much of a change in the world’s gen- eral estimate and treatment of them. They have competed on equal terms, and with marked success, with the people of other countries, in various fields of activity. Their most famous achievements have been accom- plished in the important domain of athletics. They already enjoy the honors of the rowing championship, and the advent of their giant pugilist in the ring may mean a step to the front there also. With a territory nearly as large as that of the United States, and a start im life un- hampered by the poverty and suffering induced y war, there is no reason why the newer of the new dominions should not flourish like a green bay tree. But the climax of prosperi may be expected when Australia fulfils nanifest destiny by becoming an independent republic, me Having apparently exhausted this country in the search for novelties to write about, the World's commissioner in petticoats, Miss Nellie y. has undertaken to make the circuit of the civilized globe by the usual modes of convey- ance. She will hire no special cars or boats or stages, but will test the question, how fast an ordinary traveler can make the twenty-old thousand miles from home to home again, if he has nothing to do but go ahead. In the pro- gram which she has laid out in advance, the period she has allowed herself is five days shorter than that in which Jules Verne’s hero performed a like feat. Her movements wili be watched with much curiosity. Here is a form of racing against time which will command the rational interest of people who do not see snything to enjoy in the speeding of horses or the sailing of yachts for the micre purpose of turning a stake, or ia the pedestrian contests which have made life a burden for most of the educated community during the last twenty years. She wiil race not only against time but against @ representative of the Cosmopolitan Magazine, who has started westward ona round the-world trip, and, it is said, against a repre- sentative of the N.Y. Herald. ——————————— Strong protests have recently been made by citizens against the practice of an element of the population in carrying deadly weapons, especially the revolver, which has figured in so many tragedies in this city during the past few years, This practice cannot be too vigorously condemned, and the law against the carrying of concealed weapons cannot be too vigorously enforced. Possession of the power to inflict death or severe injury is very often a tempta- tion to an uncontrolled nature to exercise the power. The law against the practice may be strengthened and its more stringent enforcement secured. A step which would cut off one source of cheap supply of deadly weapons would be to secure the de- struction, as a substitute for the sale, of weapons taken from prisoners. The police department has on hand about a bushel of old pistols thus obtained. Some of these weapons have been used tocommit murder. In due course of law they will be sold at auction. Their sale will add very little in money to the policemen’s fund, and the low price will bring them within the reach of the most penniless of the city's desperate element, to be used against police- men or citizens. Burglars’ tools and murder- ers’ weapons should be on the same footing. They should both be destroyed, or retained as museum curiosities, not sold at low prices, Practically given away, to those who may be tempted by their possession to put them to the bad uses which caused them to be taken from their former owners, a It must give the President solid satisfaction to get a taste of country air like that which he is now enjoying, with flocks of toothsome ducks to shoot at,even though the chill of these mornings may nip his trigger finger be- fore the sun gets fairly started on its day's work.
