Pope's address on Highway Improve- ment, delivered before the convention of car- riage-builders at Syracuse last month and now published in pamphlet form, isa strong plea for the betterment of conntry roads, from the point of view of the maker of vehicles. One would naturally assume, ata first glance, that poor roads mean broken springs, loosened wheels and rickety bodies, and hence new car- riages at frequent intervals, so that a carriage- dealer's natural impulse would be toward the discouragement of too good roads. But, as Col. Pope says, there is a broader view to be taken of the subject than this. “Good roads mean thrift, liberality and wealth. They mean good farms and good value to real estate. ‘They mean that the farmer enjoying their use will save time going over them, will save wear andtear, * * © willbe aricher man on ac- count of them, and have the more money to buy your carriages, running into higher val- ue.” If a practical carriage- maker can take this philosophical survey of the subject and reach the conclusion that there is more profit all around in good roads than in bad, surely people who have no such remote interests to serve, but receive the advantage directly in their own comfort and their own pockets, ought to appreciate it. What Col. Pope says of country roads in general is espe- cially applicable to suburban highways, which are traveled constantly by the fine carriages from city stables, built for use on the smooth paved streets, In the neighborhood of Wash- ington, for example, we have many miles of fertile country which would be delightful to drive through if the roads were generally in better condition. No one who has not studied this matter can have any idea of the intimacy of its relation to the prosperity of the city it- self. Rich men are valuable additions to our population. They build handsome houses, promote local enterprises, increase the value of property adjoining theirs, and bear a large proportional share of the burdens of tax- ation; and almost the first question one of these persons asks when he comes to inspect the city to see how it would serve his purpos: asahome is: “What sort of drives are there close to town?” Aside, therefore, from the direct and obvious benefit to be derived by the county residents themselves from the im- provement of the roads and lanes in their neighborhood, every citizen of Washington, whether he owns a carriage or not, has an in- terest at stake in making the beauties of the suburban districts accessible. + The instructions received by the British dele- gates to the International Marine Conference, to change their exclusive attitude and enter the discussions on the same footing with the representatives of other nations, will gratify everybody interested in the proceedings of the conference. It is safe to say, however, that this movement is not so much the result of a change of heart on the part of Great Britain as of the discovery that she is able to control the actions of the conference to avery large extent whenever she sees fit to exercise the power. It is a fact which has been generally recognized ever since the meetings began, that the British delegates came here uncommonly well fortified with facts and figures and arguments; so that, whenever a topic arose in which their country’s interests were touched in the tlightest degree they were on their feet in an instant and ready for action. ‘The result has been that their influence has been largely felt in everything the conference las done thus far; and, having learned that England’s conservative ideas are not going to be overridden, and her buoy system and other time-honored maritime institutions ruthlessly lrushed aside for half-developed innovations, they have convinced their government that nothing serious is to be feared from giving em authority to take part in all branches of discussion. The extension of their powers isa good thing for all; for the debates on many questions of supreme interest to the merchant duarine, conducted without the participation of the greatest commercial nation on the globe, would be something like “Hamlet” with Hamlet left out. ee The All-Americas Cong! a 33 has bad its play- spell and is well on its way back to work. ‘The excursion has, from all accounts, including the letters of Taz Star's special representative attendance, been both pleasant and profit- ble. The delegates have secn a great deal of this country, and—what eeems to have been generally overlooked in discussions of this sub- ject—the people of the United States have had a chance to see a good deal of their Central and South American guests. This is no small con- sideration. It may cost the contractors a trifle more to repair as they go along than to bunch the work at the last mo- ment; but the public comfort is of vastly greater importance than the coutractor’s petty economies.
