Itiscontended that one of these principles would be violated if we permitted any con- ditions to hamper us in the exercise of our na- tional acthority over a part of the world which neither belongs to nor isin the posscssion of any other power, on which American citizens were engaged in a lawful industry, and where, iu the absence of any organized authority, they are liable to suffer serious injury.
