The peculiar features of the system as practised in Australia are (1) the secresy which surrounds the voter's action, es no one is allowed to enter the polling booth with hi (2) the voluntary eelec- tion by the voter of the candidate whom he chooses to honor, by the erasure of all the other names; (3) the identification of each bailot by the inscription upon it, in a corner which is afterwar’? folded over and gummed down, of posite the voter's nan (4) the absolute uni to their being printed and furnished to the voters by the state. Another valuable provision is that which com- mits the preperation of the ballots to the pub- lie authorities instead of leaving it to the party organizations, It insures absolute uniformity of size, shape and printing; it oversets any scheme for the sly substitution of one candi- date’s name for another's; and it puts every eandidate and every organization on the same level—considerations of great weight which are lost sight of in some places, as in Connecticut, for instance, where the parties do the printing and the only compensation offered is the use of au envelope in which to conceal the ticket be- fore dropping it into the box. a Stanley's latest march to the sea deserves to rank in history side by side with Sherman's.
