It can be safely said, however, that they have generally been unfavorable to the republicans. In Iowa the probabilities have pointed, till this morning, to republican victory in a small way, but now the democrats profess to have won by a fair plurality and the republicans concede that the fight is very close. In Ohio the result is still in doubt, as far as the head of the ticket is concerned, and the republican state committee are trusting to the back counties to pull their candidate through, if he is to be saved at all. Pennsylvania is solidly republican as usual. In Massachusetts the re- publicans have carried the state, but by a re- duced majority. In Nebraska, also, the repub- licans have succeeded, though the retarns are too meager to make the extent of the victory certain, The remaining five states—New York, New Jersey, Maryland, Mississippi and Vir- ginia—have all remained true to their demo- These results are not surprising. The year wasone in which a democratic revolution was naturally to be expected. The frenzy of zeal which carries any party to victory in a presi- dential election is pretty sure to be followed by areaction. The fire has spent itself; money cannot be wrung from purses already emptied; and the first steps of s new administration are sure to cause dissatisfaction among the persons disappointed in their ambition, and these either stay away from the polls or go there only to cast a vote of vengeance. The worst blow to republican hopes, all things considered, would be the loss of Iowa, which has never had a democratic governor since she became a state. If Ohioshould be lost on the governorship the blow, though severe, would not be so sig- nificant, because the result might be attributed to personal hostility to Foraker in his own party ranks and to the defectionof the German element on the saloon question, on which Foraker bad takena position offensive to them. ee The statement of Senator Ingalls that the District of Columbia is purely a public reserva- tion, and that all its residents other than gov- ernment employes are here on sufferance only, and may be ordered off by the government at any time, is again made the subject of news- paper discussion, The remark was made by or attributed to Senator Ingalls a good while ago, was printed in the local press. and discussed by Tue Sra at the time. The power of exclusive legislation in Congress does not, of course, in- volve exclusive ownership of property in the District. The original owners of the ground upon which Washington is built gave large tracts of land to the government upon prom- ises. express and implied, which have not been fully kept. They retained, however, the ownership of other large tracts. The fact of their gift to the government does not affect the title of their heirs or assigns to the ground not sogiven. The United States may condemn and pay for a Washingtonian’s property for public purposes, and the property of the citizen of a state may be condemned in the same way. But the government cannot make such use of the power of exclusive legislation as to expel any Amert- can citizen from his home and property without compensation or the justification of some great public emergency. The descendants of those original owners of the District who deeded their land to the government on conditions which have not been fulfilled will be laying claim next to the Capitol and White House as real estate which has reverted to them. These opposing claims which may be made in | behalf of the government and the cendants of private owners may be viewed as neutraliz- ing one other, and each party will probably hold what i it has. —_ + a The old | lady down in Connecticut, who ex- pressed her surprise at learning that Miss well was not going to marry Murat after all, has some,exeuse for confusing Prince Murat and Field Marshal Murat. The gulf between a prince and a field marshal has proved but a narrow one on many a European battle field, a Railroad trains on grade tracks bave been doing some more of their deadly work within the city limits, Last evening a Baltimore and Potomac freight engine drew a train up the Virginia avenue tracks, and blockaded the passage of the public across them; then the train was broken to open a pzssage, and the locomotive was driven down upon a street-car fall of people, wrecking it, and injuring several persons. A while later the same engine ran overaman and caused his death. The en- gineer responsible for both mishaps was re- ported to be drunk. Drunk or not, the fact re- mains that he ruined property and took human life, which he would not have been able to do if the tracks on which he was running his loco- motive had not passed through the heart of the city, in the middle of the public highway, and om the street grade. The engineer was primarily the culprit in this case. He was doubly blame-worthy if he was under the in- fluence of liquor, for that isa condition into which no railroad man should allow himself to get. But the most careless engineer, and the drunkest, in the employ of the B. and P. com- pany, on a freight train, would lack the oppor- tunity to injure citizens in this manner and to this extent if the company had not usurped privileges in the streets which were never con- templated by law and can not be excused on any pretext. The public streets are nct to be used asa freight yard, and the tracks on grade must go. —_——— + The announcement that Mr. E. C.
