THE EVENING STAR: SOCIAL MATTERS. A Wedding With Chrysanthemums— Personal Notes of Interest. The first chrysanthemum wedding of the veason was celebrated at Epi at 5 o'clock Ramone Gertrude L. Tappan, daughter of ‘er. and i Winthrop Tappan of 25 Towa circle, end Rev. Arthur Sandford Phelps, late assistant rector of Rpiphany, were S ualeon in matrimony. George Crook, commanding the ivision of the Missouri, hus submitted his an- nual report to the Secretary of War. The sub- ject of desertions is given prominent attention, He says: “The number of deserters has increased se rapidly of late years and the remedies therefor which have been adopted have proved so en- tirely useless to prevent the offense that I think it may well be said desertion is now the greatest evil existing in the army, Many remedies have been proposed and many causes assigned. Among those seen at the church were Mrs. Blaine, Judge and Mrs. Aldis, Mrs. A. A. Brooke, Mrs, and Miss Deering, Mre. Nathaniel Paige, Mrs. J.G. Payne anda large number of the groom's former parishioners from South Wash- ington, where he was for two years in charge of the mission church. A small reception followed the ceremony at the residence of the bride's parents. Orders were issued to-day from the War de- partment that will undoubtedly carry consider- able joy to the hearts of the rank and file of} the army, as indicating 2 possible degree of consideration in the mind cf the present Sec- retary for the private soldier. These two orders were to this effect: THE FIRST ORDER sppoints a board to meet at Fort Monroe, Va, November 20, or as soon thereafter as jossible, for the examination for promotion of such non- commissioued officers as may be ordered befora it. Referring to the conduct of the citizen set- tlers during the recent opening of the Okla- homs territory Gen. Crook says: ‘‘The orderly settlement of that district by citizens is with- out a parallel and the behavior of officers and men, under the trying circumstances attending the discharge of their duties, is worthy of the greatest commendation.” The Dinner to Admiral Walker. Admiral Walker was given a banquet at the Shoreham last evening by some of his associates in the cavy. The occasion was a compliment to him on his departure for Europe in com- mand of the new cruiser Chicago. The table was magnificently decorated and served. The center piece was a floral representation of the cruiser Chicago and at either end of the table was an anchor of flowers. There was but one toast drunk, that of health, happiness and suc- cess to Admiral Walker, which was proposed by Admiral Rodgers. A’ letter was read from Secretary Tracy. This is the last day of the liquor license year. There has been filed with the assessor so far upward of 700 applications for new licenses and LM hocgen a Thornton, ever and Commo- | before the 16th of November it is thought that that number will be swelled to 800. Much anxiety is felt among liquor men generally on account of the stringency of the new regula- tions, and it is thought that there will be a re-~ duction in the number of licenses granted last year. There are several important questions in connection with the new regulations which itis thought will cause the Commissioners some embarrassment. The clause relating to women is now practically settled by the opinion of the attorney for the District, and while the regulations will not be changed the opin- ion will be considered as final. Perhaps the most serious question the Commissioners have to deal with is that clause in the new regula- one which prohibits the granting of a license bh ae who bas violated the Sunda: _ be remembered that on Sunday, ua last, near! oe the saloons in Wasbin br were open, ¢ police made about one hun- dred cases. Some of the accused ne were convicted and paid their fines while others ap- pealed. Upon the motion of the district attor- | ney judgment in all these cases was indefi- nitely suspended.
