The “solid south,” socalled, would farnish 153, including West Virginia’s 6, so that the democrats might reasonably expect to have to find 55 votes somewhere in order to insure suc- cess. New York, if won over, would furnish B86 of these, leaving 19 still to get. The other states reckoned on as possibilities are Indiana with 15, New Jersey with 9, Connecticut with 6 snd Montana with 3. It will be seen that In- diana must be included in any winning combina- tion, for New Jersey, Connecticut and Montana together could muster ouly 18 votes. Indiana and New Jersey would answer, or Indiana and Connecticut, Montana would be of no account im any calculation except as a make-weight. Bhould Delaware desert the party column, as she did when she elected the legislature that ehose Mr. Higgins senator, Montana would do very well as a counter-balance; or, should West Virginia or Florida carry her lean majority over to the other side, causing s deficit of 25 or 33, Indiana, Connecticut and Montana would be a competent trio in the latter case, and In- diana, New Jersey and Montana in the former. ‘The interest attaching to this survey of the field rests upon the relief which the republi- ans experience, through the admission of the Bew states in the northwest, from further anx- fety about New York, Any one of a number of combinations could be made from which that state might be excladed, which would give the presidency to the republicans, always suppos- ing, of course. that the north held generally as firm to the republican faith as the south to the democratic. The effect of the admission of the new states may be summed up, there- fore, as robbing New York of her former prestige as arbiter of the political fortunes of tue whole country. The battle-field of the fature, for s considerable period at least, will be located in one of the lesser states, such as Indiaua or New Jersey, whose loss would probably be irreparable to the democrats, and where the repubiicans could spend their time, Inbor and money to much better advantage. The fall of the great state from her former pedestal of supreme importance will save her to some extent from being every four years the scene of a desperate struggle in the arts of political corruption. The votes of her citi- zens will not so outweigh tkese c* other Americans that immense suns of mceney will be spent and great risks of the peni entiary taken tosecure them. The change will also be marked by the exercise of greater caution in the choice of candidates, in order that, if the head of the ticket must come from New York or her neighborhood, he shall at least be acceptable to the people of the states where the other fierce fighting mast be dono Finally, it will mark a change in the old no- tions of the value of sectional solidity, for the democrats will now realize the wisdom of throwing more force into their efforts in the northwest, while the republicans will make an honest struggle for some of the southern states where immigration from the north, and a change from purely agricultural to mixed industrial conditions, seem to offer a possibility of success, — Certain forms of political assessment amount substantially to extortion by threats. Where a subordinate in government employ receives from his superior in office an invitation, direct or indirect, for contributions to assist the purty in power the relations of the individuals give te the faintest suggestion of this description tle character of an enforceable demand. The tiement of compulsion is unmistakable. The ¢ierk responds to ha request for money in tie same manner as if a pistol were pointed at bs head simultaneously with the demand Estween a political assessment of this de- scription and one in which an entirely volun- tary aud proper contribution is made by a clerk to meet the legitimate expenses of the party organization of his choice there are nu- Qerous forms and methods in which the ele- ment of extortion appears in varying degrees. ‘The intent of the law is to protect the clerk w his freedom to make political contributions or not. as he pleases, and in whatsoever direc- tion he pleases. It should be euforced so as to strike every case into which the element of ex- tortion creeps. It should not be so strained as to hamper the payment of the voluntary con- tributions of clerks by construing as criminal the mere transunssion to them by anybody of information where such contributions may be %mt Such @ construction will abridge in- stead of protecting the individual liberty of the elerk in the matter, and, by reaction, will ulti- mately destroy the substantial protection which the law intends to give. io ‘The N.Y.
