The discussion in these columns of the Inev- itable supremacy of the English-speaking peo- ples as indicated by their rapid increase in numbers, covers only haif the subject. Per- manent supremacy is not merely a question of numbers, or the world would be under a savage | dominion today, owing to the fact that bar- barians are more prolitic than civilized races. ‘To attain the highest end, numerical increase Tmaust be accompanied with a superiority of in- telligence and a capacity for production ear- ried to a further point. These virtues are most generally diffused under a system of gov- ernment that gives to each citizen the freest scope for the exercise of his individual powers, and that wastes his strength least on services to the state in which he figures merely as a part of a great machine. What is true of Ger- many is true of Russia, France, Austria and Italy. England, on the other hand, through her traders, her explorers and her missionaries, is continually opening new fields in the East and South to the inroads of western civiliza- tion. America sends out her adventure-seekers in all directions, and the products of her work- shops. though not often carried under her own fiag, find their way to the rem test parts of the earth and make their influence felt in every department of human activity. The era of military glory as a test of national strength and importance is past. The age of steel has given Place toan age of gold. The future holds forth the palm to that race which shall excel all others in the arts of peace, and itis our mother tongue which is carrying with it to mankind everywhere the evangel of this new and better dispensation. leet In another column Professor Loomis, whose estimates of the result of the coming census and whose intelligent discussions of the proba- bilities of the republic's future population have been printed in Tam Star, adds another interesting letter to the correspondence on this subject’ He enters a vigorous protest against long-range predictions of the next cen- tury's population, based upon an assumed general ratio, which fails to consider minutely the variable elements, such as immigration and birth-rate. He considers it impossible to estimate with any accuracy the result of a cen- sus fifty years from now, but is convinced that the fabulous figures based on a general ratio of increase cannot fail to be misleading. Sound reasons are stated for believing that the growth ty immigration will decrease, and perhaps cease before a century has passed. Professor Loomis is also of the opinion that during the coming century the birth ratio will decrease. He calls attention to the notable diminu- tion of vitality in the United States during the ast hundred years, as indicated by the ratio of excess of births over deaths, and thinks that this law of dimi- nution will continue to prevail. In his opinion the greatest loss of energy, as a factor in the imerease of population, will occur among women, “The enlarged requirements of social life and the great effort of woman to do men's work in ail professions of life will most cer- tainly depress the birth ratio, because her stock of energy will be all used up in the struggle for competition. This is already seen in all the oldest states of the Union, and is well known by the medical profession." He con- clades that the nation cannot possibly increase in population during the coming centary as it has in the past. There bas doubtless been some hasty jump- igg at conclusions in the estimates of the numerical greatness of the republic's future. Prof. Loomis’s views serve as a balance to the teachings of Maithus. The Loomis theory will quiet apprebension that the people of the re- public are to increase in the immediate future like rabbits, outstripping the food supply and threatening fammme. The facts advanced by the advocates of the Malthusian theory will modify any alarm which may be felt? concern- img a possible depopulation of the earth through the extension over the globe of civili- zation and woman's rights with their depress- ing influence upon the birth rate. —— - Henry Watterson predicts that tho congres sional elections next year will go overwhelm- ingly democratic. It would be odd if there were not a strong anti-republican tendency, to Say the least. History will bear out the as- sertion that the worst years for any party are those shortly following its sweeping victory in ® presidential campaign. A notable illustra- tion of this was in 174, the congressional year next after the triumphant re-election of Grant Over @ combination of democrats and liberal republicans, when the House of Representatives was restored to democratic control for the first time since the war. Whether such a revulsion is due to the natural ebb-and-flow processes of evolution, or to the temporary exhaustion of enthusiasm in a surfeit of success, or to the malice of disappointed patronage-seekers, it is hard to say. Perhaps a little of each elemeut enters into it. ——— Somebody is working up the subject of an {international postage stamp; and it is one well worth public attention. The trouble, of course, with any international stamp, would be in dis- tributing the profits of its sale on a just basis, How would it do for our government to make arrangements with the other members of the Postal Union to enable our post offices to sell a stamp of our own manufacture which should pass curreatin the mails of the other coun- ‘tries, if on letters addressed to America, and for whose use we should make, say, a yearly accounting, based upon the reports of the foreign postmasters as to the number of the Stamps which have passed through their hands? or George Francis Train pronounces the Charles Street jail in Boston as the mode! institution of its kind in America.
