Some of the officers of the police force are considering the question of petitioning Major Moore for an amendment to the rules as to the “day watch.” This is the duty performed between 6 and 8 o'clock a.m., when it is sup- posed that the criminal classes are at rest. and that there is little necessity for police duty. The men suggest that but half the number be required to go on duty at that time. ire The Knife Was Open. In the Police Court this morning Acre Digges was charged with disorderly conduct and carrying a concealed weapon in Georgetown Saturday night. The police found him in a quarrel with Wm. Lee, whom he threatened to cut, but there was no proof that the knife was a deadly one till the defendant took the stand and testified that he had it open. The newly married couple will be at home to their friends after November 5 at No. 605 N street northwest. ———+e+—___—__ ACCIDENTS ON STEAM BOATS. Loss of Life Last Year—Recommenda- tions of Supervising Inspector Dumont. The annual report of Gen. Dumont, super vising inspector of steam vessels, of which brief mention was made in yesterday's Stan, contains some interesting statistics: During the past year there were 32 accidents from various causes to steam vessels, resulting in the loss of 301 lives. Of this number 92 were pas- sengers and 209 were officers or persons em- ployed on the steamers. It is estimated that fully 550,000,000 passengers were carried on the steam vessels of the country during the year. The loss of life on steam vessels, with 73 per cent more steamers in service, was but 301 last year, as against 607 in 1875. General Dumont recommends that the law shouid be remedied in regard to salaries, either by paying all salaries alike or by paying salaries in proportion to the number of steamers in- spected, making $1.200 per annum the mini- mum and $2,500 the maximum salary. He renews his previous recommendations for a change in the manner of appointing local in- spectors of steam vessels as now provided by i if this matter is pot remedied legislation public interest will, be seriously jeopardized. He would have the nominations of inspectors made by the supervising inspector alone, who would then be solely responsibie if unsuitable sprcint- ments should be made and who would be sub- ject to the discipline of the department for all errors in that respect. Calling attention to aclass of vessels using htha gus asa motive power and to the ap- pallic accidents which have befallen some of them, he renews his recommendation of last year that all vessels using such other danger- ous motors be brought within ail ve ous of law governing the inspection and licensing of officers of steam vessels. Messages Painted in Light on the Face of the Washington Monument. “Bo good night, and may God bless you!” were the words that flashed across the Potomac river last night from the west face of the Wash- ington monument toa group of observers at Fort Myer, The words were spelled out in Roman capital letters on the white stones so plainly that all who understood the English language could read them, the letters being nearly forty feet inheight. There was a flash of light across the surface of the shaft, the ap- pearance of a huge circle, and then another flash, bringing into view a character clearly defined m broad lines of light against the black obscurity of the base viewed some dis- tance away. THE EFFECT WAS WEIRD AND SPECTRAL, as word after word went flashing across the two miles and s half of space. The was being done by Mr. John W. Hayward of St. John’s, Newfoundland, for the benefit of the delegates to the maritime conference with his lantern, with which he throws, much after the style of a stereoptican, a stencilled figure of the alphabetic characters upon a screen. His idea is to substitute this for the system of flash light signalling now in use on board of ships as well as on land. He would give ® seaman an instrument so that when he wished to communicate with a passing. vessel he could light his lamp and throw his letters on the ship's sail, so that they could be read by the other vessel. On land & screen or any other white surface could be used. The instrument consists of a strong lan- tera, to which is attached a s: of letter keys operating, by means of fine wires, a corre- sponding set of zinc stencils that are pulled up into place when the keys are presved after the fashion of the hammers of a Piano or, better, a typewriter. Thi is also another pattern in which the stencils are cut in along roll of window-curtain cloth, or hol- ds, wound around a spring cylinder and operated by an indicator See FROM FREDERICK. Seymour Poole of Montgomery county, charged with forgery in raising anote from $50 to $250, was completed and the case given to the jury.——The case of Thomas F. Show, in- dicted by the recent grand jury for man- slaughter in the shooting and killing of Wm. T. Hooper, is on trial. The shooting was on the evening of August 24 last at the home of Show, near Highland, this county. Hooper, returning home from Frederick intoxicated, stopped at Show's and renewed a quarrel over as bee tree. He m&de a move as if to shoot Show's wife, when Show fired the contents of a shot = into Hooper's neck.—H. Columbus Knott, & prominent merchant of this city, died yester- day of cancer at her home in Knoxville, aged fifty-six years. Col. J.C. Fuller and party have returned from their trip over the proposed route of the Washington branch of the Gettysburg and Harrisburg railroad from this city to George- town. Col. Fuller promises to submit plans rn ‘opositions to the business men of both ‘rederick and Georgetown at an early date. The route from this city to the mouth of the Monocacy was found to be through a rich and level country. From this latter point for several miles the country is rough, but after leaving Bealsville and Poolsville the land is again level and smooth. The matter of pro- curing the right of way for the road through all the section mentioned will be a work of little difficulty. He Thinks He Converted Patrick Ford to Constitutional Methods. Mr. Davitt addressed the Parnell commission yesterday on its reassembling. He read his speech. He said that in addressing the com- mission he was running counter to the opinion of the people of Ireland who indorsed the withdrawal from the case of Mr. Parnell and his colleagues. He was impelled to the course he had adopted by the two cardinal principles of his life—religious adherence to truth and justice and the defense of the character and cause of the Irish peasantry. Mr. Davitt declared that. although he was no longer a fenian, if the condition of Ireland was the same as it was twenty-five years ago he would be a fenian again. Some of the aims of the fenians, he said, had been fulfilled already, The land league, based on the same patriotic spirit, was fast removing the barricades which Deter Great Britain from giving justice to ireland. The day was fast approaching when Dublin castle would quietly submit to the fate of the Irish church. At the very time the fenian outrages were being committed the Man- chester trade commission was in session and evidence was given befure itshowing the worst kind of outrages there, for which outrages no one was ever brought to justice. He denied the statement of Patrick Delaney, the con- victed dynamiter, who was brought from Ire- land to mndon to testify for the Times, that the amnesty movement was under fenian con- trol and accused Deluney of wilful and deliber- ate perjury. No agent, he declared, had done more to keep alive the national aay of the Irish in America than the brutal Janguage made use of by the Times with regard to the extermination of the people of Ireland result- ing from the great famine.
