Kew York Offce: Room 93, Tribune Buildine. et in Bharata Dass mane The persons accused of committing or con- doning the offences of bribery and official cor- ruption in the alleged sale of questions to be used in the civil service examinations reply in defense that the questions referred to were not aad did not pretend to be those which were to be asked ina future examination. but were those of a past examination, such as are printed | in the reports and such as cand.dates are freely permitted to examine in oriJer to obtain an idea of the probable scope of the examination to which they are about to be subjected. If these are the facts, and if the questions of which &@ copy was furnished were on the same footing with those which would have been unhesitat- ingly submitted to the candidate in printed shape, if the supply of reports of the commis- sion had sufficed, the accusation against Pres- idents Harrison and Cleveland and the civil service commissions, past and present, fails, and there has been much ado about nothing. ‘The questions in controversy have been treated as those which were to be used in the examina- tions of the immediate future, and the exam- Inations have been denounced asa fraud and mockery,and serious charges have been brought against both political organizations on this as- sumption. The turning point in the contro- versy is upon the character of these ques- tion If they were obsolete and such as the commission itself would have submitted to the inspection of a candidate, the imputation of unfairness in the examinations and of connivance at official corruption is over- thrown, and the remaining question whether or not aclerk has overstepped his bounds in supplying a copy without consulting or notify- ing the commissioners is comparatively insig- nificant and without general public interest. If an investigation of this matter is had the public will consider that a direct issue is made between those who claim that bribery and cor- ruption render the civil service examinations ® sham, and that Cleveland and Harrison have been parties to the criminal deception, and those who insist that the accusation to be investigated is a device of the spoilsmen, based upon deliberate misrepre- sentations and suppressions of fact, to obstruct the reform of the civil service, and to secure if possible a repeal of the civil service law. It will not be worth while to investigate at all through Congress unless the issue is such that public benefit either by the strengthening of a good law or the punishment of fraud and by- poerisy and the abolition of a sham is prom- — eo District Attorney Riddle, who is soon to retire from his position as the District's legal adviser, has done good and faithfal work for the com- munity during many years of service. Long practice at the District bar has given him thor- o.agh acquaintance with the intricacies of the kcal law, and he has honestly and fearlessly svplied this special knowledge to our munici- pal affairs, unaffected by the corporate and special influences which sometimes scem to | rise superior to the law itself in Washing- ton, The rough edges of his nature have sometimes come into contact with the rough edges of other citizens and of other public servants, and it is not improbable that at times the duties of the Dis‘rict attorneyship have fretted him, and that ho has desired the greater freedom of general practice as strongly as the most urgent applicant tor his place could desire for him, The public will hope that the Com- ‘ouers in securing for the District the bene- the enthusiastic service of some pushing, 6 tic and ambitious successor to Mr. Riddie | Le able also to find some one who will be well | ».wed in municipal law and in the peculiar- + of local law and who, like his predecessor, vibe free from the influence of the great semi-pablie corporations with whose interests those of the District so often come intocontlict. eo In New York city, the repeated deaths oc- curring from human contact with overhead electric wires have stirred the people up to a high pitch of indignation, and it would not be surprising if the next fatality should cause a riet. Fearing some such sequel, two of the electric hght companies yesterday cut off their circuits, and left alarge part of the city in darkness all night. Whatever malicious en- joyment they may have got from the discovery of the discomfort into which they had plunged the grumbling citizens must be short lived, for the city authorities have resolved to cut down every dangerous wire which the companies are not ready to remove at once of their own ac- cord. In thisconnection it is interesting to note that Mr. Edison puts electricity on a level with steam inthe matter of regulation. He says, aud with apparent force, that complete insula- tion is impracticable anywhere; that what is to be feared is not the agent itself, but the man- ner of its use; and that the day must soon come when we shall have electric currents governed Jike steam pressure and capable of being raised or reduced at willto meet any passing requirements. Until that happy time arrives, itis safe to say that most people would feel better satisfied with the risk of imperfect insulation underground than overhead. oo Can nothing be done by the Commissioners to expedite the work of “cleaning up” after such an improvement as the laying of under- ground pipes? The trench dug through R street northwest for the new water main has drawn forth many complaints from readers of Tue Stax, owing to the apparently needlessly long obstruction of travel, and the excuse of- fered was that the exigencies of working sepa- rate gangs of men made some delays unavoid- sable. No such argument would account, how- ever, for the length of time the surplas dirt | taken from the excavation is allowed to lie in heaps on the sidewalks and lawns all along the streetafter the pipes are in place and the | trenches filled. All this stuff ought to be carted away a4 fast as the work of laying and | filling proceeds. Not only is it annoying and unwholesome for householders on the line of the improvement, but the new Adams school building has become almost inaccessible during the rainy weather, especially for the smaller children. Such neglect is often the cause of spreading illness through a large neighbor- hood, and ought especially to be avoided dur- ing the changing seasons. oo ‘The recent strife over a state government in West Virginia finds a counterpart in Montana, where the courts have already been appealed to for a solution of some of the problems in- volved. Mr. Toole’s election to the governor- ship seems well enough assured, but the strug- gle will come over the political composition of the legislature, which is highly important to both parties, as it affects the represeatation of the new state in the United States Senate. For the victory in thie matter, both parties will fight to the bitter end, and we may witness some dramatic scenes when the legislature gets togethér for a joint ballot, ———— With 1,300 cases on the docket and the ma- ehinery for getting rid of not more than 400 of them during the present term, it is hardly wonderful that the Supreme Court feels some- what overburdened. Nor is it irrational for suitors to cry to Congress for the erection of en suxiliary tribunal to take care of the cases that must otherwise wait so long for a hearing.
