The rallies were long and beautifully played, both meh taking ap- —— impossible balls and making the most ficult returns. T. P. The international American congress is at West Point, Leaving Washington yesterday morning in the Pennsylvania's vestibuied train, whieh drew their constant admiration for its convenieace and completeness, the delegates sped away under the convoy of Mr. William Elery Curtis, the special agent of the State department. At Baltimore Mr. John B. Men- derson, the president pro tem, who had been left behind. overtook the train. The excursion train reached Jersey City at 3:15 o'clock this afternoon, having been delayed by a hot pin, The run as faras Baltimore was unmarked by any vetable event. One of the attaches of the congress had been assigned to each of the cars composing the train, and these gentiemen used. their best efforts to make the statesmen gath- ered together from the confines of the two continents acquainted with one another, Their efforts were attended with great success, and-by the time Baltimore was reached the delegates were chatting together m expressing their hopes and auticipations for trip, and commenting upon the appearance of the country through which the train was run- ning. A BEAUTIFUL DAT. The day was clear and cool, a tinge of frost lingered in the air from over night, the maples bad begun to turn scarlet, and altogether the scene, familiar enough to American eyes, pre- sented a charmingly novel effect to the great mass of the delegates who come from tropical and semi-tropical climates and are accustomed to the sight of the dark but ever green foliage of the South American jungles. A delay occurred at baltimore through the necessity for cutting off the siceping car Rus- sia, As the party was somewhat smaller im umber than bad been expected, f was possible to cut off one car and render the train lighter without discommoding the excursionists, Secretary Proctor occupied a seat in the car Columbus, having decided at the last moment te accompany the party as far as West Point, There have been some changes in the list of excursionists, The delegates from the Argen- tine Republic were absent. Messrs. Estee and a American delegates, who had intended =< the party later on, concluded to embark ashington. Delegates Periera of Brazil, Ns varra aud Limantour of Mexico, Guzman of Nicaragua and Andrade of Venezuela, who Were set down as of the party, declined to go at the last moment. It appears that many of the delegntes to the congress, presumably unac- quainted with the luxurious surroundings and conveniences of the modern American palace car, were fearful of the fatigue in store for them auriug a tour lasting forty days. At Philadelphia the train was an hour and forty minutes behind time, which was duc tos “hot pin” having been discovered in the en- gine which was to make the continuous ran of overa month, An inspection at Seabrook, 12 miles out of Washington, disclosed this mishap and 1} was found that another engine would to be pressed into service. Mr. George W. Childs. who had been ex pected to meet the nuee rial train and accompany the visitors to West Poiut, went ahead AT WEaT POINT. The train reached West Point at 5 o'clock and the visitors were welcomed at the station by Col. Wilson, superintendent of the academy, and his staff. After the visitors had witnessed a review of the cadets on the plain they gath- ered for the presentation exercises in Grant hail. The cadets had seats in the hall. About 600 persons were present when Superintendent Wilson called the assembly to order. Prayer was offered by the Kev. Dr. Postlethwaite, chaplain of the academy, and then the flags covering the portraits at the back of the tage were drawn aside while the bi played “Hail Columbia.” The paintings ,are tb work of Mrs. Di b of PI iladelpbia. Sherman sat upon the latform flanked by the ynveiled portraits, The —_ of portraits was greeted with applause, GEN. GHERMAN'S SPEECH. Gen. Horace Porter mady the presentation speech, Superintendent Wilson, in a short ad- dress, accepted the portraits for West Point, Then Col. Wilson introduced Secretary Proo- tor, wao made a brief speech, after which Gen. Sherman, amid loud applause, was intro- duced for a speech, which will be regarded as one of the happiest of his life, ~‘It is ove of the ee accidents of bi that I stand the sole survivor of these three generals of the war. I am older than Grant or Sheridan and no three men were ever more different physically than those represented by the portraits, We were different in every respect, but we had ome gui urpose, and that isthe lesson, my young friends in gray, which I want to impress upon you. We may differ from each otherand still live in wpe and love. Though bound together ouly by silken ties, yet united you cam move mountains, “It is impossible for painter or orator to paint those two men for me. I knew them through and through. We were simply sol- diers with one thought in common, to obey the orders of our common government. When the war was done we went back to our places as citizens. War is for only one purpose—to duce peace. No just war has any other object. We were taught bere just as you are, and if oo- casion arises it is us true as heaven that a trio of leaders will come out from among you to wave the nation. Mved, then, the lesson. Live as brothers, obeying orders. Itis the lesson of life for you boys, aud for old boys, too. “Grant, Sheridan aud I were as one, though three joined as one. When war comes you can have but one purpose—the cause of your coun- try. I mean your whole country, no part of it.” President Harrison sent note expressing regret that be could not be present, SENTIMENT IN aEXICO, In the City of Mexico yesterday the morning papers did not appear till afternoon, so as to give the procecdings of the international con- gress. President Diaz says the speech of the American Secretary of State was admirable, Finance Minister Dublan, Minister of Justice Baranda, and Minister of the Iuterior Romero Bubicall praised the speech.
