SOCIAL MATTERS. Well-Known People Returning to Wash- ington for the Winter. The cool weather, the recent rains and the jvancing autumn season are brin; the merry home from mountains, seaside lake- side, and every day arrivals are made to their comfortable homes in this city. Admiral and Mrs. Quackenbush are back from their summering. Mr. and Mrs. James Green of L street have returned from a tour of the Virginia springs. Mr. and Mrs, Henry Clay Stewart of L street are back from a tour of the eastern watering places. Mr. and Mrs. Irvin Brooke, nurse and chil- dren arrived at their 15th street home yester- day afternoon from Capon Springs, where they spent all the summer, Mra. E. B. Hay and family have returned from Nantucket, where she spent the season. Mr. D. B. Mackall is back from Capon Springs. Mrs. Robert Christy returned this week from & beneficial visit to Loudoun county. ‘Miss Sallie Mackall of West Washington has concluded her visit to Rockville, and is again at her home. Rey. Dr. Townsend, rector of the Church of the Incarnstion, who has been spending his ‘acation in Brooklyn, returns this week. Dr. W. A. Leonard is in the city for the autumn, after which he goes to Ohioto take the office of assistant bishop of the state. Rev. Dr. W. A. Bartlett of the New York Avenue Presbyterian church has returned from his annual trip to Europe. Mr. and Mrs. Wm. H. Gurley have moved into their new and palatial residence on the corner of 16th and O streets, where they antici- pate giving a series of entertainments the com- ing season. Miss Mamie Shields of Virginia, who is a cousin of Mrs. Gurley", will spend the winter with them and assist in tho projected festivities. Miss Skerritt of Rockville is in the city, the guest of Miss Matteson of 19th street. Mr. and the Misses Wisner of New York, who spent the summér at the Greenbrier White Sulphur Springs, spenta few days in the city this week, visiting among their many friends here, en route for their home. The marriage of Dr. C. U. Kennedy and Miss Rhoda Christmas is an event promised for the near future. Miss Christmas is the grand- daughter and heiress of Mrs, Myra Clark Gaines, the New Orleans city site claimant, Mr. and Mrs. John R. Mclean and family have returned to the city from Saratoga, where they were for the summer months. Prof. Mahaffy of Trinity college, Dublin, who has been visiting in the city, embarked this week for his home. Dr. George Henry Goff of New York city, who kas been staying among his friends here, returned to the metropolis this week. Gen. Geo. B. Williams has returned to the city for the season and will be joined next = by Mrs. Williams, who is now in New orl Miss Lizzie Blasland leaves for Boston this afternoon, A party of young folks, known as the Bashful Dozen, met at the home of Miss O'Conor, on P street, last evening and spent a very pleasant og The company consisted of Misses Wil- lett, Derven, Kelleys, Corcoran, McGrath and O'Conor, and Messrs. Knot, Fisher, Knight, Wynkoop, Neuman, Parr, Snyder and Ramey. Mr. and Mrs. Romyn Hitchcock returned to their residence, 1204 Massachusetts avenue, last evening. Mrs. Hitchcock read an interest ing paper upon the Parsee Towers of Silence at Bombay before the anthropological section of the A.A.A.S. at Toronto. The Towers of Silence are large stone structures in which the dead are er ape d to be torn and eaten by vultures that the earth may not be defiled by dead matter. The engagement of Mr. David Jackson to Miss Ray Colman is announced. Miss Mary E. Rusk, daughter of Secretary Rusk, left Fostoria, Ohio, last night for Wash- ington. Miss Rusk has been the guest of ex- Governor Foster and on Tuesday attended the marriage of his daughter. Ensign James G. Doyle, who since his return from aseven years cruise has been attached tothe hydrographic bureau and was recently assigned to duty in Philadelphia, vas married in that city yesterday to Miss Katharine Dono- yan atthe Church of the Gesu. Rev. Father Villiger, the pastor, officiated. It was a very quiet wedding, only a few relatives and per- sonal friends being present. The honeymoon will be spent in Baltimore and Washington. Mr. M. D. Logan and daughter have re- turned from a month's sojourn at Boyd's, Judge Clarke of the board of appeals, patent office, returned yesterday from a vacation on the coast of Maine. Mrs. Clarke is visiting ber daughter, Mrs. Williams, in Glastonbury, Conn. GEN. WARN ’S DECLINATION, Text of His Letter to the President, Which Was Clinchea ned by His Telegram. The President has received a final and posi- tive declination from Gen, Warner and he must now look elsewhere for a successor to Mr. Tan- ner. Asstatedin Tue Stam at the time, Mr. Warner wrote a letter from Washington de- clining the appointment, for business reasons, and was finally induced to withhold his declina- tion until he had gone home and consulted with his business associates. Yesterday he telegraphed the President a positive declina- tion, The following is a text of the letter sent to the President from Washington September 16: “After due deliberation I am compelled to decline the appointment of commissioner of pensions. Iappreciate the great compliment paid me by the tender of the commissioner- ship, and, did not business engagements which I have no right to break forbid it, no personal sacrifice would prevent my acceptance. I should esteem ita high honor to be commis- sioner of pensions under your administration and aid as best Icould in carrying out wise and hberal policy toward the old soldiers and sailors entitled to pensions under existing laws, and co-operate with you in securing the Becessary addi tional legislation for the nation’s defenders. Mr. Willard Tells the Commissioners How He Has Complied with the Law. Mr. C. C. Willard has w written a letter to the Commissioners in relation to the statement that the Ebbitt hoase has not complied with the or- der for fire escapes, &c., stating that he has had seven iron ladders running from the top of the house down and one spiral stairway on the outside stand pipes with proper adjustments for the fire department, red lights at stairway landings on each floor and the alarm fire bell on the floors. Clarence Edwards of Cleveland compelled Prince F. Radziwill to apologize for insolently staring at his wife at the hotel table. THE MAKING OF BIG GUNS. It is Attended with Difficulty—A Costly Accident at the Navy Yard. The course of the making of big guns does not ulways ran smooth. There are obstacles hidden at every turn in the construction and it often happens that large sums of money are wasted through the loss of time and material occasioned by the failure of a casting or some hitch in the mechanical processes. Such an acci- dent occurred recently at the navy yard in the building of one of the new 8-inch steel breech loading rifles that will probably entail an ex- pense of #5,000 or more to the government and a delay in the completion of the gun for some weeks, A DIFFICULT PROCESS. These new guns are made by shrinking hot jackets of metal on the main tube, thus build- ing the piece up to the required thickness at the breech, tapering off toward the muzzle. This process is extremely difficult as the enor- mous masses of steel have to be heated toa precise temperature and fitted with great care over the shaft of the gua, which has to be taken hither and thither <o permit the various operations of construction. The result is thata modern built-up gun of eight or ten inches caliber costs as much as & larg» mansion in the West End, and an acci- dent in the making is QUITE A SERIOUS MATTER. The recent one occurred in cooling or shrink- ing the main breech jacket on the gun. It was lowered part way down over the tube and when it was within a few inches of its proper place it stuck fast and coald not be forced into position, rapidly cooling and ti Pe on the gun. The exp! ition ered by the officers and generally received is that the intense heat of the jacket as it passed over the tube caused the latter to warp Rerneggin: to bind the jacket, This was pretty well shown when, after the | sojanes was removed, certain marks on the tube showed that the jacket had not caught evenly. Some facetious individual at the yard said that the gun twisted because of the chilling influence of a hewspaper man in the yard, but this is not true, It is a libel. A PROBLEM SOLVED. When it was discovered that the jacket would neither go on or get off the problem was to do something with it, and after it had been re- heated in an unsuccessful effort to unshrink it it was then decided to cut it off, and the great tube was put into a planer and a sharp knife wasrunupand down the jacket until it was ipped open in two places, falling from the pot the shell of a nut cracked in half, is NOT A TOTAL Loss to the government, beyond the labor ex- pended upon it in turning it to the proper shape, for the steel in it, which is an important and .costly factor, ean be easily used in other ways. It is nowbeing cut up in smaller pieces, some of which wiil be worked over as fittings for gun carriages, some as small breech plugs, and it will even be possible to obtain sufficiently large blocks from which tubes for small ma- chine gunscan be made. The jacket, before cutting, was about 8 feet long, 3 feet in diam- eter and 6 inches thick. This accident was something like that which occurred about about a year and a half ago, when the breech-plug of a 10-inch rifle was stuck in the breech during the fitting process and could not be removed. It was finally, after weeks of working, bored from’ the gun and totally destroyed, involving a loss to the gov- ernment of several thousand dollars, The ex- rience had with this plug proved that the Bese way to do when an accident occurs is to perform a mechanico-surgical operation at ‘once. THE SALOONS ON THE 7THST.ROAD Complaint by Maryland Farmers. To the Editor of Tux Evexixe Stan: Tread with interest a letter in Tae Srar of the 12th ultimo in regard to the saloons on the 7th street road. It is a recognized fact that more produce goes to Washington over said road than any other wagon road leading to the national capital. It is also a fact that since the sale of intoxicating liquor has been abol- ished in Montgomery county she has almost, if not quite, doubled her producing ability. We therefore consider it a great hardship that we who have to use this great thoroughfare to such an extent that our teamsters have to be subjected to the great temptation of passing between thirty and forty saloons (and some of them of a very low order) in traveling the few miles between the Mafyland and city boundary lines, Afew years siace many of the good Peo le of Montgomery county signed petitions e District Commissioners praying that the saunas be chives but it was of no avail. We now Propose to start again with renewed energy, hoping to be more successful. It seems strange to us of the county that the property owners on the line of the road do not take decided action to abate the nuisance. When we see a farin advertised for sale in the county, the notice generally states that itis conveniently situated to churches, schools, post office, mills, stores, &c., but we have never noticed any advertisements stating that property was near a grog shop—in order to make it bring a better price. Harrison. She married first Mr. Samuel Lunt, an Alexa: dria merchant, and afterward Mr. James Cha‘ ham, known throughout the District for his horees. She survived ber last husband a few years. Her sons, Meésers, John D. and Samuel H. Lunt, are in business here, and her nephew, Mr, Jobu Harrison, in business in Washington at Standiford’s drug store. Mrs, Chatham was the owner of considerable real estate, includ- ing the site of Gen. Washington's town house, on Cameron street.
