NOYES. — = THE EVENING STAR has the fallest Local Circulation of any Newspaper in the Word. and as an Advertising Diedium u worth more than all tbe other papers pubusned in Washington. = New York Office: Room 93, Tribune Building, —_—_—_—___ In contending that Washington as the capital of the United States has no claim to be the site of the international fair of 1892 the New York Sun saya: “The discovery of the western hemisphere should be celebrated not at the capital of one of the nations of the new world, but at the capital of the new world itself, the financial and com- mercial center of the hemisphere, where its irit best finds expression, and its power and Sanity are most clearly manifested, and that, as every intelligent man knows, is this imperial city of New York.” In other words it is desirable that a capital should be secured as the site of the fair, but the capital of only one nation and that an in- significant republic like the United States will not fill the bill. The occasion calls for an “‘im- perial” city, the capital of the whole western hemisphere, to wit, New York. It is to be oped that the imperial city will deal gently with the one nation to which it is unhappily confined in geographical location, and will not place itself at the head of the armed forces of the hemisphere of which it is the capital in order to compel this republic to select as the site of its own fair some other capital than its own. ——— Cases which occasionally come before the police court in this city, of boysof tender years arrested for disorderly conduct while under the influence of liquor are settled by the imposi- tion of fines on the young culprits. This is far from an adequate treatment of such matters, however. Tho boys could hardly have got their liquor except through an older person, who ought to be found out and prosecuted to the full extent of the law. There are a class of dealers who will pander to the appetites of youth and take the risk, They usually know the boys, and have a grip of some kind Upon their parents or guardians which is ‘8 practical assurance against prosecution. But it seems as if some means ought to be found for drawing out of the offending lad, or his eiders, or a witness to the transaction, the Becessary evidence to sustain a prosecution. In legal cases where a mere money liability is concerned, testimony is not so hard to find when earnestly looked for, and to check the @emoralization which is wrought by spreading the liquor habit among minors is worth in- finitely more trouble than the settlement of any dispute over doilars and cents, ee The popular excitement in France, aroused by the preparations for the elections set for to- morrow, grows more and more intense as the day approaches. The government or parli mentary party has its agents in every town; the monarchists are working, through the priests, upon the rural population; and the Boulangists are active everywhere, marshaling the forces of the discontented and keeping in- formed through secret channels of all their ad- Versaries are doing. At the beginning of the campaign the gover.iment felt perfectly secure in view of its successful assault upon General Boulanger through the senate court and his ig- Bominious retreat, for the monarchists were Rot counted as a particularly aggressive or dangerous enemy. But time seems to have changed the prospect somewhat, and the gov- ernment has dragged into the struggle awholly irrelevant issue, that of high or low taxation, in the bope of diverting attention from the question of constitutional revision. The peas- antry, who constitute a jarge and powerful ele- ment of the voting population, have for years been grumbling at the fate which condemns them to bear so much more than their fair share of the burdens of taxation, They complain that they not only pay customs duties on what they must import from abroad, but an internal tax on everything they produce at home; while the benefit of most of the national income thus secured is enjoyed by the cities, notably by Paris. Whether the attention of the people as a whole can be sufficiently distracted by this @conomie topic fr¢_a the main question at stake | to insure a longer lease of life for the present government and an unrevised constitution is a matter of doubt to the government managers, who are plainly uneasy. The party of the ins has warned its agents that the safety of France depends upon a victory at the polls over the Party of the outs, and hence that one must be gained at any cost. The struggle will doubt- less be exciting and marked by sensational in- cidents, even though the opposition to the gov- ernment is found to muster a much smaller array of voters than is now credited to it ——— Ex-President Cleveland is named for the congressional vacancy made by the death of Mr. Cox. He would have the precedent of John Quincy Adams in going from the White House to the House of Representatives, though he would not be likely to make an Adams’ mark in Congress. It would not be strange, however, if he should prove to be a very strong man on the democratic side of the chamber. While not s fluent speaker he showed the eapacity when appearing before the public While President, to express himself effectively and in well chosen terms. But if he has aspi- Fations for a second term of the presidency he will probably not care to handicap himself by ® congressional record; and on the other hand it may be that the New York democratic halls will prefer a more practical politician to Mr. Cleveland for Congress, —— One of the new clauses of the liquor reguia- tions prohibits in effect the granting of a license to sell intoxicating liquors by retail in the county to any person whose place of business is within one thousand feet of another Place licensed for the same business. It will be something gained to reduce the number of saloons on the 7th street road by compelling them to keep a fifth of a mile apart, especially if the other laws regulating the conduct of the retail liquor business are stringently enforced by the authorities, Oe While other parts of the country have suf- fered much damage from the wet weather of the earlier part of the season, the disaster at Quebec is traceable to an opposite cause—the hot, dry spell which made the earth on the highest level crack and caused it when the Faunfall did come at last to let loose the masses of broken rock usually held in place by it. Either extreme is disastrous, it appears; and the American people will pray devoutly to be long spared another such year of antagonistic Weather conditions, $< The fatalities on Mission Ridge did not end a quarter-century ago.
