Nineteen Out of a Thousand Convicts Are Bred Mechanics. ‘From the Philadelphia Enquirer. “There are 1,060 men in the Eastern peni- tentiary; nineteen of them are bred mechanics,” said Warden Cassidy yesterday. The statement is at once a revelation of the source of crime, and, to a great degree, its remedy. When the convicts are admitted to the institution they all give some occupation, as machinist, mason, carpenter, but when it comes down to the point of doing anything it is found that only the percentage represented by nineteen out of 1,060 really have any trade atall, The man who says he is a machinist it may be found has worked in « machine shop as @ laborer, but actually knows nothing about the craft. It ought to be regarded as an essential means for reformation. “We should expect great results from indus- trial training schools as preventives of crime.
