2 THE EVENING STAR: .WASHINGTON, D.C., TUESDAY. SEPTEMBER 17, 1889. PERSONAL MENTION. Miss Laura V. Cronise of G street has re- turned to the city after a three weeks’ visit to South mountain and Frederick. Dr. Pomeroy of O street has returned to the city. Mr. and Mrs. A.H. Evans have returned from their sojourn in the mountains of Virginia. Dr. W. Warrington Evans of Washington, one of the jurorsto the Paris exposition, left Paris for London on the 1st instant and will sail with his son and Prof. Riley of the Agricultural department on the 11th for home, The new Chinese minister, Mr. Tsui Kwo Yan, and suite are expected to arrivein San Francisco, en route for this city on Thursday of thisweek. The minister's suite consists of his wife and children, sixteen attaches of lega- tion and personal attendants to the number of thirty persons. The attaches accompanying the minister will be distributed among the different posts—Spain, Peru, San Francisco and Cuba—to which the new minister comes accred- ited—as consuls, secretaries and attaches of the legation in this city. After remaining in San Francisco for a few days’ rest the minis- terial party will start eastward by special car and are expected: here in the course of the next fortnight. Immediately on their arrival Mr. Tsui’s party will drive to a hotel, where they will remain until the present occupants of the legation vacate Stewart castle, Not until Mr. Chang leaves the city will the new officers take possession of the legation. Mr. Tsui received his appointment to this post five months ago. He is a man of about forty- five years of age and stands prominently among the ‘trusted counselors of the emperor. The wife of the minister will, in all possibility, ob- serve for the first year spent in this country the customs of women’s seclusion from the pub- lic that obtain im the oriental countries in which she has been educated. Mr. Chang Yen Hoon, the outgoing minister, arrived in the city yesterday from his summer- ing in the Catskills’ He left the mountains last week and started from New York on Saturday ac- companied by a number of the secretaries of the legation. On the way over Mr. Chang with Mr. Liang left the train at Wilmington, where he spent the Sunday with ex-Secretary Bayard and his family. The minister made his formal wells in a series of official dinners given at ill leave the city a few days after Minister ‘Tsui's arrival and will take with him his brother, who has been consul in Cuba, Mr. Liang, his secretary, and Mr. Sha Cheon Pon, first secretary of legation. The retiring ister carries with him the best wishes of @ large circle of friends in this city into the for- eign office at Pekin, into which he will retire. Judge and Mrs. Shellabarger and the Misses Anna and Mary Shellabarger have returned from Minnewaska Lake, in Ulster county, New York, where they spent a quiet summer. The hotel at Minnewaska is under the same Quaker management as that at Lake Mohonk, some 30 miles distant, and no dancing, wine drinking nor card playing is permitted at either place. In consequence these resorts attract only those who desire uninterrupted-rest and quiet. Mrs. Spinola, wife of Gen. Francis B. Spinola, member for the eleventh district of New York city. has gone with her niece, Miss Whitford, to Europe for the anthmn. Mrs. Spinola spent the summer at her home, Crane's Neck, on Long Island. She expects to return and to come back with Gen. Spinola to the capital in November, Mrs. Matteson and the Misses Matteson and Mr. Fred Matteson, who have been spending the summer at Rockville, have returned to their house on 19th street. Miss Maggie Burgess is lying dangerously ill at her residence, No. 818 Connecticut avenue. NOT YET OUT OF DANGER. Judge Miller Declines to Admit the Assallants of Mr. Shorter to Bail. Messrs. Campbell Carrington, Albert Sillers and Livingston Browning, representing Frank Wynne, Maurice Roach and other young men charged with the serious assault on Special Officer Shorter, about ten days ago, appeared in the Po! Court this morning to hear the evi e of Dr. Williams concerning the condi- thon of the patient, The case came up on a motion toadmit the defendants to bail, The doctor testified that the condition of the in- jared man was much improved, but he is not | Yet out of danger. The doctor described the wounds. The Commissioners have received a letter from Lieut. A. G. Winterhalter, the acting superintendent of th® naval observatory, call- the attention to the condition of the ap- proaches to the observatory, especially that portion lying along 24th street. He says the conditions now existing are dangerous and re- quests that immediate relief be accorded. THE ASSESSOR'S ESTIMATE OF EXPENSES OF HIS OFFICE. The Commissioners this morning received the estimates of Assessor Williams for the ex- penses of his office during the coming fiscal Year. He estimates for one assessor, $3,000, two assistant assessors. one at $2,000 and one wt $1,800; one clerk, $1,600, one clerk $1,400; three clerks at $1,200 each; four clerks at $1,000 cach. Total, 217.400. For the license branch he estimates one license clerk at $1,400; im ctor of license, 1.000; messenger, $600; tigent expenses. $1,500. Grand total 100. A Total of $140,000,000 of Taxable Property in the District. The assessor, with all the force in his office, assisted by all the spare force in the District building, is now engaged in footing up the numerical sheets for the oity of Washington, showing the taxable property in the city ar- ranged according to squares and léts, with the rate of tax and the number of feet and the value of improvements on each lot. The Commissioners cannot estimate their revenues upon which to base their estimates for appropriations until these books are footed, which the assessor expects to have completed today. Kraemer, the telegraph operator in the employ of the Baltimore and Potomac railroad who was held for the recent railroad accident, was placed under arrest on account of the verdict of the coroner's jury. This morning Lieut. Butler took him to jail where he was received on commitment made out by the coroner. It is probable that application will soon be made for bail in the case, but un- less bail is accepted he will have to remain in jl until the graad jury takes some action. ‘he grand jury meets next month, when the whole matter will be presented by the District attorney. ——__ GEORGETOWN. Tae Ostavctep Caxaz.—President Gambrill of the Chesapeake and Ohio canal company was in town today for the purpose of going over the line and to effect a settlement of some kind between the millers and the coal men who have boats lying stranded in the George- town level of the canal. To do this Mr. Gam- brill stated to a Sram reporter it would be necessary to appoint a head, and Mr. Biser will act in that capacity until the mills are running regular, or, at least, until the flow of water i no longer impeded’ by heavily freighted boats. Before relief can be given the boats that now interfere with the flow of water and those which have too much coal on board to float over the bars will have to be lightened. Mr. Gambrill is of the opinion -that within forty-cight hours the boats will be removed and the flow of water sufficient for the mills. Clarke of {1 Stanton place inquiring whether Maryland avenue from 11th street to the Boundary north- cast is to be paved out of this year's appropria- tion. Major Raymond's recommendation on the paper, which has been referred to the Com- mistioners for their consideration, is to the effect that the only portion for which a contract has been approved and made is on Maryland avenue from Lith to 13th streets northeast, The Death Record.
