The alleged indebtedness of the property owner to the material man, on account of which the latter helps himself to security, is often so indirect and shadowy, (as where the material man has dealt only with a contractor and the latter has been paid by the owner in full,) that the step from securing so dubious an indebtedness to the taking of security on some man’s property where no indebtedness at all exists is very slight. In the instance under consideration, however, the filing of the lien against our correspondent was a pure mistake, and the failure of the Iaw to provide for notice to the property owner prevented its immediate correction, Congress ought at the next session to amend the mechanic's lien law. The prop- erty owner should receive timely warning both of an intention to look to him for payment and of the fact of the filing of the lien. —— «# Mr. Armonr refused to appear before Senator Vest's investigating committee and tell about his dressed beef business, and he will accord- ingly be reported to the chairman of the Senate at the next meeting of that body. It is possible that the chairman will administer a public rep- rimand to Mr. Armour, and it would not be surprising to hear that the capitalist is feeling uneasy at the prospect of such severe punish- ment. Meanwhile, there are critical persons who will be at some loss to know what is the advantage of a congressional investigation which has to stop investigating as soon as any investigatee declines to be investigated by a particular investigator. A despatch from Rome states that the mili- tary authorities there have been experimenting very successfully with smokeless powder. This is not, however, the first test of the kind made by European governments. The inventor of the powder was a French general named Lebel, and his government very promptly took it up, but kept the secret of its manufacture closely guarded. Acountry chemist in Austria, one Falkenstein, made a journey to Paris on pur- pose to find out how the powder was made. He could not get a specimen, but happening to possess himself of a few exploded cartridges, found enough there to make a basis of experi- ment, and finally tarned out a quantity of the material, which he carried to the minister of war at Vienca, The minister sneered at the whole idea, on no better ground than that he “could not picture to himself a battleficld without smoke.” Falkenstein then went to Berlin with his device, which Count von Moltke positively snapped at.
