Tar Stan has heretofore referred to the report of Auditor Petty relative to the payment of per diem menon rainy days, The report, it will be remembered, was to the effect Fiat men not actually engaged were not entitled to pay. In his recommendation Capt, Symons Palled attention to the fact that the day pg tage were required to report to the office on rain: ma bap where they receive instructions and make their returns. Under these circum- stances, he says, be thinks the inspectors are actually engage d recommended that ged receive Rind for such work. The auditor, to whom matter was again referred, has decided that where the per diem inspectors report under orders they are actually engaged and entitled to pay. FOR THE GOOD OF TRE BOYS, In a recent visit to the work house Commis- sioner Douglass noticed several boys hard at work among the men. These boys were com- mitted there by the Police Court, and in the majority of cases had but a short term of im- prisonment. Upon his return the Commis- sioner set to work to see if there was not some way to get these boys transferred to the reform school, Mr. A. J. Falls, the superintendent of the reform school, was called upon and it was arranged to have these boys transferred. The ’apera were made out today and the boys will e transferred immediately, In speaking to a Srar reporter Commissioner Douglass said that it wasa oe ame that these boys were compelled ‘to live among hardened criminals, They were fo ing to the devil fast enough, he said, but he hoped that their transfer to the re- form school would do ) them some good, In Judge ‘Mills’ © Court. There was an unusual large number of “drunks” in the Yolice Court this morning. Hugh Smith was one of them. His face was badly scarred and his general appearance was that of a man who had escaped from a railroad wreck. “I guess I am guilty. judge, yer honor,” he replied when arraigned, ‘Five dollars,” said the judge, ‘‘but in consideration of your frankness you will get only fifteen instead of the usual thirty days,” “So help me God I wasn’t drunk,” is what William Murphy said when arraigned for pro- famty. No one expected Murphy's word to be taken against the policeman’s, and it wasn't, for he was fined 85. A MARINE HALF SEAS OVER, “Oriani Jones,” called the bailiff, and a marine in full uniform responded from the “pen.” He was tried for being drunk and dis- orderly, He acknowledged his guilts and was assessed #5. His failure to respond for duty will be the cause of his being marked ‘‘deserter, and then some one will receive a reward of €10 for his capture. A SAILOR MAN'S HACK RIDE. “Henry Riley” was called and another sec- tion of the United States navy responded. He had a swollen head and could not deny the fact that he was drunk last night. He was in Bill Bruce’s hack four hours and then refused to pay $5 for the luxury. He claimed that he was put in the hack to be driven to the navy yard, and he was unable to account for Bruce's ac- tion in driving about the city all night with | him. Judge Mills gave him 15 days on the farm unless the bill is settled. Like his com- panion, the marine, he will probably be hauled up as a deserter and made to pay a severe pen- alty. ASLEEP IN A PARK. “My position is very mortifying, judge, your honor, and ——" began the next culprit. | “Never mind your feelings,” interrupted | Bailiff Kendig. “You are charged with tres-| passing on the parks. Are you guilty or not guilty?” The prisoner made no reply, Judge Mills heard the evidence of Special Officer O'Brien, who had found the defendant asleep in the Smithsonian grounds. Colston udge Mills that he lived in Alexandria county, Va., and promised not to got arrested again if permitted to go this time, The judge took his personal bonds. “Deed, jedge, I was so beastless drunk last night dat I didn’t know where I was at this morning,” said Tom Butler, an old colored man, when arraigned on a charge of suspicion. “Who do you work for?” he was asked, **Mister, oh, I forgits the name. An Agreement Reached Between the Dock Committee and the Ship Owners. A cable special from London to the Philadel- phia Times says that the docks’ joint committee beid a long consultation last evening and it is reliably reported that they virtually decided to accede to the ship-owners’ request that a com- mittee of practical men on behalf of both men, companies and ship owners should meet at once to arrange @ plan by which the latter may lure the labor necessary to discharge their amy instead of having it done, as heretofore, by the docks’ joint committee, NEARING THE END, It is not certain that the passage of a formal resolution to this effect was not deferred, It is, | however, reported from a reliable source that | Mr. wood and his associate directors came to the conclusion last night that such action should be taken. The bringing together of the committees for the purpose stated must be regarded as promising @ speedy settlement of the strike, It means that the docks’ joint committee has | at lag decided to allow ship-owners to employ their own labor at the docks if only the minor details can be satisfactorily arranged. No won- der the ship-owners are alarmed and ted, In addition to the loss of time many of them will have stiff damages to pay for delayed and spoiled goods. A CASE IN POINT.
