Stoutenburgh, the intendant of the Washington asylum, has made his ennual report to the District Commissioners, He states that there are now 180 inmates of the alms house, 832 having been admitted and 908 out of the pension fund for the support of pen- sioners in the asylum, Of the alms house Mr. Stoutenburgh says: ‘‘The hose is clean, com- fortable and weil warmed during cold weather. He thinks these improveménts will relieve the building of most of its present obnoxious features, prevent future unpleasant comments aud add much to the comfort and health of itu inmates, THE FEMALE PRISONERS. There are ninety-eight female prisoners now in the work house, a greater number than ever betore. “The majority of them,” the report says, “are dissolute young colored women of the very vilest class. They are beyond the sense of shame aud deaf to reasoning advice, and ht in nothing so much as the most obscene language and lewd actions. In order to bring them to some sense of respect for the rules of the house there should be a place con- structed and a mode devised for short, shar} and decisive punishment. For this pur recommend the construction of a small build- ing divided into separate small cells, ventilated and secured aguinst the escape of sound. Such @ building would require an appropriaticn of 94,500." He urges some employment be provided for female prisoners and that pro- vision be made for sending small boys, now sent to the work house, to the reform school. He recommends that the Potter’s field and small-pox hospital be removed to the outskirts of thecity. THE ESTIMATES. He estimates for the next fiscal year a daily average of 525 persons ats cost of $100 per annum each. He asks an increase of the clerk's salary to $720 a Year, an addition of $300 a year to the intendant's salary, an additional overseer at $300, one at $600, one watchman at $365, one night watchman at $965, one tailor at $300, one ambulance driver at $300, and an increase of $10 per month for one of the keepers of the female work house and for the bostler or driver. The total amount estimated for the next fiscal year is $96.600, including $52,500 for expenses, $5,000 for a new hospital war. 500 for an addition to the male work house, $9,000 for making a habitation for male Pp ge out of magazine No. 2 and $4,500 for dining room and punishment cells at female work house, and $575 for a new tin roof for the male work house. Yesterday was a quiet day here. Not many strangers were on the ground. Some of the country neighbors drove in during the after- noon. The usual program was carried out. The services of the day began with a prayer meet- ing at 9 o'clock, Rev. Mr. Price in charge. Rev. Mr. Pate from Laytonsville preached “at 11 o'clock. The children’s meeting and ladies’ meeting were held at 2 0’clock, Mr. Laney being in charge of the former and Mrs, Judge Clark of the latter. Dr. Elliott spoke to the children after the general exercises were over. A few words of encouragement were spuken by Dr. Riley to the young people at their meet- ing at 7 o'clock. At 8 o'clock last evening Rev. Dr. Elliott, pas- tor of Foundry church. preached. Mr. Waring will lead the young people’s meeting at 7 o'clock tonight. The Department of Justice has replied to the inquiry from the State department relative to the right of the United States to bring Capt. Daverge, the murderer of Consul Stanwood, to this country for imprisonment. The Attorney Generel decides that this cannot be done di- rectly with legality. He intimates a way out of the difficulty, however, by referring to the course of other administrations in ringing prisoners to these shores for the ostensible pur- pose of pardoning them and doing so by grant- ing @ conditional pardon in the way of a com- mutation. If Duverge is brought here his term will have to be shortened within the ten years imposed by the Madagascar consular court. In the meantime he haga pretty good chance to escape from bi prison. A Creek Protest. Ex-Gov. Pleasant Porter of the Creek Nation has addressed a letter to the Attorney General explaining the expenditure of the money ob- tained recently by a delegation of the Creeks, upon which a report was made to the Interior department by a special agent. The writer protests against anv action by the Department of Justice, claiming thatthe Creek Nation is | an organized government. and that the action taken in authorizing the three delegates to draw and expend this money was under ite right to local self government and is not subject to review by the Federal government.
