3 THE EVENING STAR: WASHINGTON THREE-AMERICAS EXPOSITION. List of Standing Committees Appointed by Boards of Trade. ‘THE OCTOBER MEETING OF THE NATIONAL BOARD— AMERICAN NATIONS, STATES, CITIES AND COM- MERCIAL BODIES WILL BE REPRESENTED. Forty-eight boards of trade throughout the United States have thus far (during April, May, June and July) appointed standing committees on the Three-Americas exposition to be held at the national capital in 1892. It is expected that as many more will be appointed before the 234 of October, the date fixed for the next meeting of the national board of promotion. That date was chosen for the reason that the ‘Three-Americas commercial congress, com- posed of delegates from the nineteen American sister nations, will then be in session in this city, and give a favorable opportunity to the governors, mayors, and officers and committees of boards of trade from all parts of the country to meet and confer with the delegates present from the 8) h-American republics and the empire of iL joint meeting of the official representa- tives of American nations, states, cities, and commercial bodies, to confer about commercial relations and the arts of peace, will be an un- recedented and memorable event in American - TEN LIVES LOST. Disastrous Effects of the Cloud Burst in the Little Kanawha Valley. The Little Kanawha valley is in mourning. It has never known such a devastation as that which the cloud burst Thursday night wrought. It is now known positively that ten lives were lost in this and Wirt counties, and several per- sons are reported drowned in Jackson county. The drowned are: Mrs. Isiah Tucker, Edward Boso, Mrs. Isaac Roberts, Mrs. Orville West and two children, John Bailey, and Roy Kigers, wife and two children. John Hughes and fam- ily in Jackson county are among the missing. The little village of Morristown, on Tucker's creek, in Wirt county, is entirely wiped out of existence, and every family on that creek is in need of help. The loss to that neighborhood is not less than $20,000. It is estimated that Wood county has suffered not less than $500,000 damage. Every county bridge south of the Little Kanawha river but one is gone. A great many families in this county are in need of im- mediate assistance. A public meeting looking to that end will probably be held to-night. The = of Parkersburg escay without dam- age. Navigation on the Little Kanawha river will be si mnded for a good while because of a break in lock No. 1, three miles above Parkers- burg. Most of the timber that went out is be- BOULANGER’S CANDIDACY. He Will Run in Eighty Cantons for Councillor General. London Correspondence New York Times. Gen. Boulanger has suddenly thrown aside his waiting game and drawn his sword. People have been vaguely talking of the electoral con- test in October (perhaps a little earlier); but at least it is a good way off now. He startles speculation by saying: ‘‘No; not some time in the future, but now—here in July.” I should think there must be something like consterna- tion at the Elysee to-day. The chamber of deputies, in its natural eagerness to raise bar- Tiers against Boulangism, effected two sweep- ing changes in the electoral law before its final dissolution the other day. It abolished scrutin de liste, so that each electoral division now elects itsown deputy instead of voting for a whole ticketful for the arondissement, as we vote for electors on the national ticket; and it Passed a law providing that no man shall be a candidate for more one district, bose will com n, Boulanger to run in on! place and find separate nominees for all the others to be contested. But, by a curious oversight, nobody remem- bered that to-morrow week there are to be elec- tions for councils general in 115 cantons scat- tered throughout France, and that similar * CAUSE OF DESTRUCTIVE FLOODS. Nature’s Vengeance for the Violation of Her Harmonies. ‘From Forest Leaves. George P. Marsh thus concludes: ‘With the extirpation of the forest all is changed. At one season the earth parts with its warmth by radiation to an open sky; at another receives an immoderate heat from the unobstructed rays of the sun. Hence the climate becomes excessive, and the soil is altermately parched by the fervors of summer and seared by the rigors of winter. Bleak winds sweep unre- sisted over its surface, drift away the snow that sheltered it from the frost, and dry up its scanty moisture. The precipitation becomes irregular as the temperature; the melting snows and vernal rains, no longer absorbed by # loose and bibulous m: rush over its frozen surface and pour down valleys seaward instead of a retentive bed absorbent earth and storing up a supply of moisture to feed perennial springs. The soil is bared of its covering of leaves, broken and loosened b the Plow, ved of the fibrous rootlets which Md it r, dried and pulverized by sun — and at last exhausted by new combi- D.C., MONDAY, JULY 22, 1889. - AUCTION SALES. ____ EDUCATIONAL. ‘the summer clinics.
