Some other papers boast largely, but they give no figures. THE NATIONAL GUARD CAMP. Gen. Ordway Explains Some of the De- tails of the Arrangements. At a meeting of the officers of the National guard at brigade headquarters last night, Gen. Ordway answered a great number of questions relative to the coming encampment of the Dis- trict militia. He explained the details of the mess arrangements, and every officer present decided to eat at the public mess provided by the quartermaster’s department rather than have separate tables. The fort will be devoted exclusively to the use of the brigade, and will be kept clear of excursionists. Every man absent from the encampment without leave, said the general, will be treated as having violated his obligations, and will be dismissed the service. A good and valid excuse will secure leave in every instance. Aman must stay at least three days in camp before obtaini furlough. Government clerks are entitled to sufficient leave from their work to attend the camp, and will not lose their pay or their regular leave. This is according to the statute. The tents will all be floored, and the beds will be of straw. Water-buckets, dippers, hatchets, and some other necessary things will be provided, but the men must get wash- basins. ‘The steamer will leave the wharf at 10 o'clock onthe morning of the 22d. Men must wear their uniforms throughout the encampment, but when off duty can wear straw hats, russet shoes, and other similar equipments. Dress-parade will probably take place at 6 o'clock each evening. There will be a post- canteen where tobacco and other articles may be bought, but there will be no liquor, wine, or beer sold on the reservation. path teria THE FOURTH IN WASHINGTON. How the Day Will be Celebrated in This City. ‘To-morrow will be observed asa general holi- iday in this city. The noisy demonstrations that usually are a feature of the celebration of the Fourth of July will probably be considera- bly toned down under the influence of the po- lice order prohibiting the setting off of fire- crackers and fire-works in the streets. How- ever, as many will go out of town, the prohi tion will not seriously interfere with the cele- bration. If the weather is good the various excursions will be well patronized, and there will be many picnic parties in the woods and fields near the city. The Oldest Inhabitants, in accordance with their custom, will observe the day by meeting im their room, as announced in yesterday's Star, at the Corcoran building. Capt. P. L. Rodier will read the Declaration of indepen- dence, and Mr. H. O. Claughton will deliver an oration. Preparations have been made for a grand celebration at Takoma Park. There will be a meeting in the morning and the rest of the me! will be spent in picnic fashion. Willia: Hepburn, the solicitor of the Treasury, and Mr, Lyneh, the fourth auditor, will deliver ad. dresses. B. H. Warner will preside, and a number of prominent gentlemen will grace the occasion by their presence. At Charlton Heights, on the Washington Branch of the Baltimore and Ohio railroad, there will be a gathering of people, the train to that point leaving the city at 12: There will be a variety of excursions, The steamer Excelsior will make two trips to Mar- shall Haul, one at 9:30 and the other at 2 p.m. The steamer Dixie makes hourty trips to up- river landings. SIXTY-TWO ¥ YEARS AGO. How They Celebrated Independence Day in Georgetown in 1827. ‘To the Editor of Tar Evewine Star: Some five or six years ago anarticle appeared in your paper making reference to the military organizations of Georgetown, D. C., on the oc- casion of the visit of the Marquis de Lafayette, in 1824, to the city of Washington. In that communication allusion was made to certain toasts which were drank at a Fourth of July dinner of the Mechanical riflemen (one of the organizations referred to) held in the year 1827, in the Rope walk, located in what was then called Parrett’s woods (now Oak Hill cemetery.) It was also claimed in that article that the military organization named was under the command of the Jate William Jewell, the father of the writer. These toasts were prepared and read by him. Allusion is made therein to Jefferson and Adams, whose deaths occurred simultaneously on the Fourth of July, 1826, just one year before, which you will eive was sixty-two years ago. I deem ¢ resent a suitable occasion for the publication of some of these toasts, as indicating the patriotic senti- ments of that day and as an additional scrap of District history: “1. The day we celebrate—may its annual return never find our country less prosperous Bor its citizens less free, “2. The liberty of the press; the paladium of our rights, and the sure guarantee of their per- mation. “3. Our country—the best and the freest— it continue to be an asylum to the victims of tyranny so long as any region of the earth is cursed with a tyrant. “4. The American navy—the Samson of our a ‘May its vigor increase with it years, American army—generous, brave and humane; in peace our pride, in war our shield. “6. The memory of Washington—inscribed in the hearts of a grateful nation, his acts and his worth will live when the records of brass and marble shall have crumbled into dust.” Next followed toasts: (7) “To the memory of Jefferson, (3) “To the memory of John Adams.” (3) “To the memory of the Heroes and Sages Of the revolution. (10) “To the friends of free- dom prominent the world.” (11) ‘To Greece,” and 2) ‘0 the Republics of the South.” The two last toasts were as follows: (13) “Internal improvements and domestic manufactures—handmaids to the union and independence of our country.” (14) “The District of Columbia. Their appearance upon wheels is a novelty here, and they attract great attention whenever they ap- pear upon the streets on their machines, A run was made this evening to Williamsport, which has come into considerable prominence owing to the devastations of the recent great flood in the Potomac. ‘The trip was under the auspices of the “clean towel and bonfire brigade.” and the huge bonfires along the banks of the river added an unique effect to the surroundings and the occasion. Last night the cyclists hada Jolly time. They seemed to be “whooping it up,” and, while their antics were boisterous at times, they were innocent and caused considerable amusement. Their “hip, hurrah” and ‘he is a joliy good fellow” resounded rather more musical than of- fensive. The crowd in attendance is being increased by the arrival of each train. Frepenick, Mp., July 2. ‘The elaborate preparations which have been in progress at the handsome summer-home of Mrs. Admiral Dahlgren, on South mountain, near Middletown, this county, for the reception to Mr. and Mrs. John Vinton Dahlgren, have been completed. The buildings on the place have been beautifully decorated and present a most pleasing appearance. On Monday even- ing next the festivities will commence, and are expected to continue several days, Guests will be present from New York, Philadelphia, Baltimore and Washington. Many of them will arrive this week. The Battumore and Ohio railroad company are building a branch road between their pres- ent line kefé and the grounds of the Frederick County agricultural society. ‘Lhe work of the corps of civil engineers en- gaged in the survey of the new Washington branch of the Gettysburg and Harri urg rail- road company have reached Sandy Sprin, the Frederick county line, and are pushing on through Montgomery county.
