The Governor Declines to Preside—Hon- ors to be Shown the President. Hantrorp, Corx., July 3.—It is understood that Gov. Bulkeley has decided not to attend the Woodstock celebration on the Fourth of July. The governor had consented to preside on that occasion, and his action in deciding not to attend is occasioned by a letter which he re- ceived from Henry U. Bowen stating he Bowen) arranged with Gen. Hawley to intro- luce President Harrison to the assemblage at Woodstock, thus relieving the president of the day from that duty. The governor immedi- ately sent a dispatch to Mr. Bowen declining the honor of presiding at the sbration. This dispatch was followed by a letter from the gov- ernor to Mr. Bowen saying that he was not aware that the duties assigned him for the day were of so burdensome a character that relief would be necessary, especially in discharging the most agreeable portion of it. On that ac- count he felt it incumbent upon him to decline all connection with the affair. He will not be present nor be represented officially in any way at the demonstration. The President will meet with a handsome reception during his short stay in Hartford, and the courtesies to be ex- tended will be in keeping with the occasion. Gov. American Collectors Not Pleased With the Way “L’ Angelus” Was Sold. Paris Special to the Philadelphia Press. The English and American art collectors and dealers who are attending the Secretan sale here do not hesitate to-day, now that they have had an opportunity to think over the proceed- inge of yesterday, to charge the management of the auction with unfair dealing in the matter of knocking down “L'Angelus” to the Louvre at 503,000 francs pete of the bid of the agent of the Corcoran gallery of 504,000 francs, although they were forced to put it up again and pay 51,000 francs additional, The result is that the prices have fallen off in to-day’s sales, Several of the bidders of yoaterday refused to attend. Among these was . F. Sutton, who came to Paris purposely to bid for the “Angelus” and for the American art association, and who was represented yes- terday by Montaignac. Sutton charges the auctioneer directly with fraud, and declares that if it had not been for the knock-down at 503,000 francs Millet’s masterpiece would now be on its way to New York. Sutton was pre- pared to bid even more than the painting was ally sold for, but he realized that in the ex- alted condition of the Frenchmen at the sale after their premature victory, it would be use- Jess to bid against them while they @ sub- scribing francs by the tens of thousands under the auctioneer’s eyes. The Figaro this morning says that Anton Am- brust, who represented the Louvre at the sale, was authorized to bid 800,000 francs for the pic- ture, but this statement is not d erally be- hat, which was of crepe, was | lieved. In the catalogue of the Secre- tan collection itis thus described: “The sun has already sunk below the horizon, but still illuminates, with a warm, golden light, the lower part of the sky and the vast expanse of fields. How Two Fishermen Settled a Difficulty in Oregon. Astoria, Onea., July 3.—John Boldt, a fish- erman, who came here recently from Glouces- ter, Mass., and John W. Lucas, a Canadian, yesterday quarreled over some salmon. They agreed to settle their dispute with bare knuckles under Queensberry rules. After fighting seven rounds Lucas was “knocked out” by a blow which broke his jaw. When he regained consciousness he expressed his will- ingness to continue the contest with either pis- tols or knives. Boldt preferred pistols, and they took positions twenty paces apart. Four shots were exchanged. One of the bullets lodged in Boldt’s forearm, breaking the bone, and another in Lucas’ neck. Lucas’ wound proved to be fatal and Boldt has been arrested. Saas The Reading to Rival the Pennsylvania. Pumaverrnia, July 3.—The Philadelphia and Reading railroad company is planning a new passenger route to the west which will bring it into more active rivalry with the Penn- szlvania railroad. By the new arrangement the Reading road instead of transferring passen- gers between New York and the west to the Baltimore and Ohio railroud in Philadelphia will take them to Harrisburg across the Sus- quehanna river to the terminus of the Harris- burg and Potomac railroad; thence over the Western Maryland railroad to a point of con- nection with the Baltimore and Ohio railroad at or near Cumberland. From there westward the Baltimore and Ohio railroad will be used. ‘The new route will be as short if not shorter than the Pennsylvania railroad route and will have many advantages. —— The Canadian Pacific Not Worried. Moyrrrat, July 3—In connection with the project in which Henry Villard, president of the Northern Pacific, and a number of North- ern Pacific boy, mae are interested. to parallel the Canadian Pacifie by the Northern Pacific through its _recently-acquired Manitoba branches, Mr. Shaughnessy, assistant general of the Canadian Pacific, in the ab- sence of the president, said: “We have known for some time that the Northern Pacific was buying jin that direction, but we think the country is large enough to support any num- ber of railways. In the days of President Van Buren the French government took extraordinary pains tobe popular in Washington. This was no hard task, for the romantic memory of La- fayette had in no wise died away among our representative citizens, This was the time when the duties on foreign goods were heavily imposed to raise revenue to support the gov- ernment. The wary French king hoped to have the duty made light upon French silks and wines, It was probably more than a ¢oincidence that at this crisis the Prince de Joinville, the son of the king, made a visit to this country, and naturally he went to Washington. The Presi- dent, accustomed then as since courteously to recefve distinguished guests, invited the French prince to dinner. For some insufficient reason the invitation was respectfully declined, Very soon the prince returned to France. In the meanwhile the French government, informed of de Joinville’s refusal to dine at the White House, made a great stir. Here was an affront to ‘a rising ower which might well be construed into an uternational insult. The French sprig of roy- ity was ordered immediately back to accept an invitation and dine with the President of the United States. In the meanwhile Gen, Harrison had died in office and Mr. Tyler was the President. The French embassador met his prince m New York the Sth, Apply city offices of the Piedmont | 519 escorted him to the capital. The invitgtion — came and was effusively accepted. The Inex- orable laws of courtesy were thus appeased, and the gallant Frenchman, with the fair Miss ‘Tyler on his arm. was ushered into the state dining-room. Immediately afterward he re- turned to his frigate, which had been expressly detailed to bring him over to tako a meal. faa A Suxpay py THE Sea.—The low-rate excur- sion tickets now on sale by the Pennsylvania railroad to Atlantic City, Cape May, and Sea Isle City places these favorite resorts within the reach of all.
