Secretary Tracy yesterday afternoon issued a ——— general order which practically reorganized pe on a basis somewhat dif- forent from that selected by Mr. Whitney when he overturned matters, although both officers had in mind a simplification of methods and a defining of strict limits of authority between different bureaus, The unusual bustle inci- dent to the building of a new navy has led to the assumption of powers by one bureau and another, wntilat present there are few men who can tell at once where the jurisdiction over a matter belongs. His district. embraces the eastern part - the state. Enos J. He is an ex-union soldier, and = : originally from Pennsylvania. Wm. J. He was a gallant soldier during the war and commanded a New York k regiment. He was indorsed for the office ~ republican city and county officers and by the two United States Senators. There were eleven candidates im the field. Julius U. He is a lawyer, liv- ing in Peoria, and a working republican, He has served three terms in the state legislature, and in 1584 was a candidate for Congress from his district. Philip M. Hildebrand is a traveling salesman of Indianspolis, and very popular. He isa young man and has never held office. The President also made the following cadet appointments to the military academy from “at large:” Hugh D. Wise, son of Gen. John 8. Wise, to fill the vacancy caused by the rejection of Candidate Dixson at the June ex- amination, and John C. Gilmore, son of Capt. John Gilmore, twenty-fourth infantry, 90 alternate. David 3. Stanley, son of Gen. 8. Stanley, is appointed to fill the vacancy ~ occur im June, 1890. by the graduation of Cadet Ruggles. Harvard and Cornell Win—Collapse of the Columbia Crew. In the boat race between the freshmen crews of Harvard and Columbia at New London, Conn., yesterday, the Harvard men took the lead at the start and keptit to the end, winning easily by two lengths, The official time was: Harvard, 12:21; Columbia, 12:23. In the race between Cornell, Columbia and Pennsylvania, Cornell won by half a length over Columbia, with Pennsylvania a length behind. The official time for Cornell was 16:04. The sensation of the day was the collapse Columbia's freshman crew the instante fl they crossed the finish line, When they stopped rowing six of them—Bradley, No. 1, Meikle- ham, No. 2; Robertson, No. OC Gentanm, No. 4; Klapp, No. 6, and Foot, No. 7—fell over in a dead faint, completely exhausted. Five of the six broken-down men recovered consciousness within a few minutes, but the sixth man, Mei- kleham, was unconscious for fully Sire mis utes, As soon as the officials noticed ike. ham’s critical condition they steamed to tug Wellington, and Dr. Appleton, of Boston, was summoned to attend him. The six men were then lifted out of their shell and placed on board the Carrie Goodwin. While these transfers were being made the two other men in the Columbia boat, Tuttle, No. 5, and Pelton, stroke, also fainted and had to be assisted out of their boat. When the Columbia launch arrived at their quarters the entire Co- lumbia crew were lifted out and carried to their rooms and put to bed. The men were in pretty badshape. They had been rowed toa standstill and had com- pletely broken down. Tuttle, No. 5, was quite excited and at times alightiy delirious, Meikle- ham and several others were erp hysteri- cal and showed plainly the effects of the severe strain under which they had been, and of the high tension of their nervous system when they found themselves defeated. The doctor was with them all night, and it was asserted by oe friends that the men would be all right ye ———-+eo AN IMPORTANT WITNESS, He Knows all About the Trial of Dr. Cronin by the “Inner Circle.” State's Attorney Longenecker, at Chicago, re- ceived a reply yesterday to his advertisement, which he inserted in the papers two days ago, asking the writer of the anonymous letter in rogard to the recent trial in camp 20 to meet him. The letter stated that Dr. Cronin was tried by an “inner circle” in camp 20. It Gave what purported to be the names of the men who formed the trial committee, and who formally decreed the death of Cronin as a withdrawn when he became convinced that tho doctor’s death was intended. The state's attorney, in his advertisement, stated that if the writer of the letter would meet him end tell what he knew he would be given protection. The answer was recvived to- day and said that the writer was willing to ac- cept the proposition to tell allhe knew. He would meet the state's attorney at a time and Place selected by the latter. The grand jury worked straight through to To velock last night, when an adjournment was taken without returning any indictments, but it is believed that a number of true bills will be reported to-day. It is more than probable that before Saturday, when the present term of court terminates, every man counected with the conspiracy will be under indictment. A special from Chillicothe, Mo., says that four detectives arrived there this morning and took different routes into the country, ‘and that it was thought Cooney would be captured be- fore mght. Chief Hubbard said last night: “There has been no squeal from any of the suspects, but vou can put it down that we are getting at the ottom facts. We are not only working to con- vict the Camp 20 committee, but a great many others on the outside.” CANADA THREATENS RETALIATION Sir John Macdonald Thinks the Situa- tion More Critical Than Ever Before. An Ottawa special to the New York Sun says: The cabinet is in daily session, one of the most important measures under consideration being the proposal to retaliate agzinst the United States authorities by withdrawing the bonding privilege in the forwarding of goods from one United States port to another United States port through Canada, This has been brought about by the action of the authorities of Wash- ington refusing to allow the transmission of goods from one Canadian port to another Canadian port in bond through Maine by the new short line railway.
