It ix clear, however, that some such distin tion was necessary in the old days when & fleet consisted of an enormous number of vessels, all told, and it is perhaps not quite evi- dent that it,or something like it, would not have to be revived e necessitate rei, in the event of such a war as should compel us to put forth the whole of our naval strength. Here, how- ever, it may beas well to observe that previous to 1805 the admiral commanding in the center flew at the main, not the red fing, but the union, familiarly, but erroneously, known as the union jack, There is an immense amount ofloreconnected with national flags and the manner in which they have come to be adopted. It would be useless attempting to give even an epitome of it here, but it may be interesting, avoiding heraldic terms as much as possible, to devote some little consideration to the subject. The portion of a flag, it may be as well to explain, nearest the staff or to the rope to which it is attached, is known as the hoist. Then comes | the center, and the outer t is descrbed as the fly. We have already en of three English ensigns used under different cireum- | stances and conditions. In each case the un- ion occupies the canton or upper part of the hoist, but, whereas in the red and blue ensigns the remainder of a of the color indi- cated by its name, the white ensign has upon it the red cross of St. George extending over the whole field. This was for a time the distinguishing flag of England. national flag of Scotland is a white saltire, or St. An- drew’s cross, upon a blue field—technically, azure, a saltire argent—and what it has been customary to describe as the flag of Ireland is a red saltire upon a white field, Strictly speaking, however, Ireland never hada national flag. Before the invasion of 1172 the petty king who was elected to the chief place continued to use his own standard, For some time subsequent to 1172 the standard of Ireland bore three golden crowns on a blue field. Hei VIII substituted harps for crowns for fear, it said, that the latter might be taken for the triple crown of the > ta as Mr. Macgeorge pear in the royal stendard until it. was placed there by James I. the crowns of England and Scotland, the first union flag was formed by the combination of the St. George's cross with the saltire of Scot- | land, and it appears that this flag was used for ships only, though it was not then worn in the ensign, but was used separately on the “jack staff” on the bowsprit, as the union jack, erly so-called, now is, To clear this point up once and for all, let us say that it is held by the best authorities that, in spite of the usage of the war office to the contrary, the flag usually called the union jack ought to be spoken of as the union flag, and is only to be described by its ordinary title when a small edition of it is usédas a “jack,” that is, is flown from the jack-staff, situated formerly on the bowsprit and now in the bows of a man-of-war. During the commonwealth the parliament expunged the Scottish cross with its blue field from the union and introduced the Irish harp in the fly of the ensign, but the restoration saw ee ee stan beg’ and on the union with Ireland at imning of the present century the Irish saltire was added to it and the flag assumed its present form. It must be admitted that, from a heraldic point of view, it can scarcely be called an eminent success, written description, or verbal blazon, given of it was correct —— the flag has never been made in accor: with that description, The white and red saltires—or diagonal if we may so say—and Scotland and Irelan are ‘‘countercharged,” that is, while in the first an third quarters the white is uppermost, in the second and fourth the red is uppermost. But in order to meet a law of hei y that color is not to be placed upon color, or metal upon metal, it is necessary that when the red crosses of England and Ireland come into con- tact with the blue ground of the flag they should be “fimbriated,” in other words sepa- rated by a very narrow border, in this case of white. This has been done in regard to the Irish saltire, but the border which 1s uniformly placed round the cross of St. George is so wide that it is not a “‘fimbriation” at all, but forms another cross upon which the red emblem of St. George is superimposed. Mr. Laughton, in his ‘Heraldry of the Sea,” suggests that this was done marposels to an ancient tradition of the combination of the red cross of res ome with the white cross of France. This, however, cannot have been the case, as the written blazon removes all doubt as to what was intended The union flag is sel- dom flown at sea, except as part of the e When her majesty is on ‘any vessel it is hoisted on the mi peered aches fae pe yey nen, be on the mainmast and that of the ei — admiral on the foremast, It flies in i mainmast as the flag of an of the flect, and it is hoisted, we believe, on board 4 ship on which a court-martial is taking place, It was inserted in the ensign in 1707, previous to which date the latter bore the English cross in the canton, The royal standard of this coun- try has varied considerably from time to time. A Liverpool special cable to the New York Herald says: Lora Dunraven came down from Southampton Wednesday to join the Valkyrie in the Mersey. In an interview with several prominent yachting men Lord Dunraven stated his belief that under the old conditions Valkyrie would have easily won the Mersey trophy. The yacht subsequently left ber an- chorage and proceeded under the tow of « powerful steam tug for the Clyde. She will start, itis said, for America about the first week in August. Mr. Gladstone has an article in the Nine teenth Century entitled “Plain Speaking on the Irish Union.” In it he says: “Sir Rich- ard Webster, in examining Mr. Wm. O'Brien before the Parnell commission, implicd that a grave charge would be proved against certain Irishmen if it could be shown that they re- garded English power as alien, I should like | to have asked Mr. O'Brien whether the Irish, 80 far as he knew, regarded the act of union ag pomensed of the same moral authority as the against theft and murder, or ax possessed of moral authority at all. Ido not doubt that Mr. O'Brien would have auswered that they regarded it as an act of force to which Ireland was under nota moral, but only a prudential obligation to conform. There may be immor- ality ip miscalculated resistance even to m- moral laws, but such resistance is in itself im- moral. The question is whether worship of the act of union is piety or superstition.” mornin seat. Aone ara A Girl Terribly Cut by a Burglar. A burglar entered the house of John Webber, at La Crosse, Wis., Wednesday night, through a window in a room occupied by his two daugh- ters, Kate and Lena. The girls were awakened while the robber was searching their clothing, and Lena, the youngest sister, aged eighteon attempted to escape, She stumbled and fell, and before she could arise she was seized by the burglar, who plungeda knife into her body. The knife was pulled upward anda deep gash about nine inches long was cut, leaving exposed the heart, lungs, and intestines. The assassin then went to the bed and made a thrust at the other girl, who managed, however, to evade the knife. The family were aroused by the noises, but the burglar escaped from the house. The entire police force is at work on the case and has made about twenty « suspicious characters. There is much excite- ment, and if the murderer is caught he will probably be lynched, His victim is expected from top to bottom.
