The mayflower, or arbutus, found chiefy in the hilly regions of New Eng- land, where snows are frequent and last late into the spring, has many advocates, Perhaps the strongest support has been given to the more widely-diffused golden rod, whose rich color is the autumn glory of so many latitudes. Many other flowers have been suggested, and a new candidate appears almost every day. Among recent suggestions has been that of the corn-tassel, This would indeed be beau- tiful and appropriate from certain points of view. Its graceful flowing lines; its obvious relation as a crest to the plant that bears it, and the fact that it is of strictly American origin, would all be ar- gumentsin its favor. But it labors under two serious disadvantages, the one artistic and the other botanical. First, it loses all its character when separated from the stalk and becomes merely a group of yellow strands of vegetable rope, as it were. In the second place it is not of itself a perfect flower. It is only the pollen- bearer for the ear, related to the protruding silk as stamens to pistil. If the domain of use- fal vegetation must be ransacked for the flower- emblem of a utilitarian nation, the potato blossom would be found to answer the purpose better than the corn-tassel. The potato is an American plant. The blossom takes a variety of hues, ranging from a milky white, through several tints of blue, to a delicate amethyst with a canary-colored heart. Its territorial scope stretches from Labrador to Patagonia, so that, as our Union extends its bounds to embrace the whole hemisphere, the emblem will lose no part of its appropriateness. And what could Le more significant of the history of our repub- lic than the reminder which the potato flower would always convey, that the richest fruits of labor have rewarded those who stuck spade | and pick into American soil and brought to light the treasures mother earth had tried to! conceal? Or, if not the potato, there is its half- sister, the tomato. Here we have another mem- | ber of the night-shade familr, of ancient Ameri- | tan origin, its flower pleasing to the eye and its fruit delighting every sense. Is it neces- sary, though, because we are so practical a people, to confine our choice to flowers that have a practical association or sequence? Can we not get something equally satisfying, which shall be beautiful for beauty’s sake alone? The English rose, the Scotch thistle, the French fleur-de-lys, are all flowers of the do-nothing sort described by Solomon, and yet are the floral representatives of nations that find it possible to be solid in eense and work in spite of this fancy for purely poetic symbolism. The American tlower-hunt is plainly not ended yet. Using as a text the report of Prof. Newberry, of Columbia college, favoring the European asphalt pavement for American cities, some of the New York and Philadelphia papers are call- ing attention to the miserable paving of Amer- ican streets in ‘comparison with the smooth pavements of European cities. Tae Philadel- phia Press says: “With the exception of Washington we be- lieve that all the cities in this country are badl, aved. There are degrees of badness, an Philadelphia figures in this respect in the superiative degree. If it is not the worst paved it is not far from being so. Some of the York papers claim for it the unpleasant distinction of having the worst pavements of any large city, but New York has no cobble- tone and rubble pavements such as disgrace Philadelphia.” The capital may properly be ranked with the leading European cities in the example which it sets to its American neighbors in the matter of street paving. It loses its pre- eminence among them, however, by the wretched fashion in which it paves and main- tains its sidewalks. Cannot Washington be made a model American city in both classes of paving and become as easy and pleasant of travel for man as for beast? ro ‘The assurance that the internal-revenue sys- tem is to be abolished very soon does not seem to have yet laid hold of the minds of most Politicians firmly enough to prevent strong competition for fat collectorships. And yet these were very fair prices for spscimens of the handwriting of a man still living, especially a European. It takes American penmanship to command large quotations in the foreign market. There was & Yankee who went over to Holland some years ago and negotiated an autograph of his on twenty-four hours’ notice, for five million dol- lars; and the men who put such a value on it were not romantic enthusiasts either, but hard- headed Dutch financiers, stockholders in an American railroad. The autograph was at the bottom of a bank check and consisted of the two words “Jay Gould.” + The question at just what point a legislative bill may be said to become a law, is again agi- tated in New York state, owing to the discovery that Governor Hill lately affixed his signature to two acts and afterward erased it with acid and let them die. Does the signature alone constitute the measure a law, and is the gover- nor guilty of tampering with the sacred rights of the people when he erases a signature once attached to one? Or must he add some for- mality indicative of his settled intent? There are so many possibilities of unin- tentional signing through accident or care- Jessness in hurried action that there is danger in considering a bill to be “signed” and per- fected into law until it has been given out by the governor for filing in the office of the sec- retary of state. As long as he retains it in his custody it may fairly be considered as lacking signature, whether it actually bears his name at the bottom of it or not. $a The small boy is beginning to commence to think about getting ready to celebrate the glo- rious Fourth by the explosion of fireworks, and the time is at hand for the authorities to give notice that they are beginning to think about a strict enforcement of the law against these dangerous explosives.
