G2 But all such orders must be accompanied by the money, or the paper cannot be sent, as no accounts are Kept with mail subscriphons. ey ro Would it not be a strange stroke of fate if, after all the pains and money spent by the boodlers in Canada to have the Weldon extra- dition bill shaped to their own taste, a clerical error should give it a retroactive effect? Yet that is what threatens, according to a state- ment by the Canadian minister of justice. As originally framed, one clause of the bill read: “The provisions of this act shall apply to any crime mentioned in the said schedule, whether such crime was committed before or after the coming into force of this act.” In order to pre- vent its having any retroactive effect, it was amended so as to make it “apply to any crime mentioned in the said schedule committed after the coming into force of this act.” But the gentlemen who were so eager for this amendment did not weigh the words used, or they would have observed that the clause was one word short. That word was “only,” which should have been inserted after “apply.” All extradition treaties, unless expressly excepted from the rule in terms, are retroactive; hence, intrepreted by universal custom, the bill in its amended form merely emphasizes the fact that its provisions apply to future offenses, instead of restricting them to such offenses. The moral maxim that the way of the transgressor is hard will receive a very practical illustration if the “colonists” in the Dominion have to remove themselves, their families, and all their be- longings at short notice to Patagonia or Congo land or some other out-of-the-way place not penetrated by extradition treaties, because the lobby working in their interest knew so little of law and English as to overlook one little word of four letters. ———— Washington, with its clean, broad streets, its “abundant shade trees and river breezes, is an excellent summer resort initself, But even its most patriotic and cool-skinned citizens some- times relish an outside excursion of a day, or a week or a month or two of summer, if only for the purpose of varying their enjoyment of hot- weather attractions, Whether a trip down the river, or on the Chesapeake, or on the ocean is desired by the Washingtonian, whether the mountains or the seashore, or the mineral springs, or merely the quiet and coolness of the country tempt most the District family about to take a vacation, the advertising columns of Tae Star furnish a rich assortment of attractive excursions and resorts from which the most critical can hardly fail to make a satisfactory selection. The scare given by this case to the people of Brooklyn and New York will cause the taking of extraordinary sanitary precautions in these cities, and save hundreds of lives this summer. Washington needs the exercise of unusual vigilance this year to avoid dangers threatened by the deposits of the flood in addition to those which arise from the ordinary sources of hot-weather diseases, It is to be hoped that the yellow fever will not be required to come nearer than Brooklyn to give a warning that will be heeded. a ‘There are cheering indications of an inten- tion on the part of the engineer's office of the District government to enter upon a vigorous campaign for the reform of the disgracefal sidewalks of the city. All favors of this nature will he thankfully received. oo ‘The sun celebrated his approach to the date of his longest stay above the horizon by display- ing a big black spot on his face to the astrono- mers along the Hudson river. Why he should have chosen this particular section for his ex- hibition does not appear. Is something nota- bly wrong in New York state? Has old Sol a special grievance, or does he merely enter gen- eral protest aguinst the wickedness of the Em- pire state? The car driver who received a part of the current from an overhead electric wire the other day in New York might give some valua- ble pointers to the humanitarians who are now trying to break down the electrical execution law. A dose about twice as strong as that which he endured would undoubtedly have killed this man outright, just as many others have been killed by trifling with vagrant wires. Possibly the law might be amended so as to cause the prisoner, properly attired, to pass through the streets of some corporation-ridden town and catch at all the stray wires as he goes along. Society will not quibble much over the question whether its murderers are put out of the way by accident or design, and such acci- dents have proved fatal to enongh persons to convince most newspaper readers that elec- tricity is an all-sufficient agency for denth- dealing. —— + The Dublin railway disaster is followed promptly by a verdict of manslaughter against the trainmen.
