Following close upon the diplomatic drama of the Paris dressmaker’s bill comes a fresh foreign complication, in which Germany and the United States threaten to be set at odds. It seems that Otto Bisel, a worthy citizen of our republic by naturalization, went on a visit | to his old home in Germany, taking with him his son, who was a lad less than eighteen years of age when the father’s citizenship papers were issued in this country. The German au- thorities seized the young man to impress him into the military service, on the pretence that he was a German, trying to escape his seven years’ duty by passing himself off as Mr. Bisell’s son. The family now propose to make their hardships an international issue. If the case is just as represented there seems to be no reason why their wrongs should not be righted, and speedily. It is rather late in the nine- teenth century for a state which claims a place inthe front rank of civilization to be per- mitted in a time of profound peace, to lay hands on any tourist within its borders without warning or warrant, tear him from his friends, and force him into the public service. eo By far the most important sale of modern paintings yet held wiil be that of the famous Seeretan collection, which comes under the hammer in Paris on the first of next month. It comprises a number of master pieces of nearly | B all the leading French artists of the present | period, together with many examples of other important schools and countries, the whole constituting a gallery of unexampled richness, Doth in numbers and in quality. The sale will undoubtedly bring together even a larger gathering of wealthy and ambitious colle tors than attended the femous San Donato sale. which occurred in Paris several years ago. Whether any of the gems of the collection will come to America remains to be seen, but it is safe to assume that bidders from the United States will not be behind those of other countries when the op- portunity occurs. ——o = ___ There never yet has been, in the history of charitable endeavor, am occasion where a large emergency fund was raised and distributed without some public criticism on the conduct of the persons having it in charge. This may be a consoling thought to Gov. Beaver, now that one of the Pittsburg papers has gone to censuring his financial management at Johus- town. But it might be wise for him to pause a moment and reflect whether his journalistic adviser is not right in asserting that the fund contributed by the people of the country, 11 north. south, east and west, ought to be ap-| ! plied first of all to the relief of pressing dis- tress rather than to the overhanling of the de- bris of the flood or the reclam.tion of the | ruined district. The latter class of work can well be made a charge upon the state. To this end it would be necessary to call the legislature together in extra session.
