The practice of separating husbands and wives by legal process is on the increase everywhere, it seems, and ata rate too great to be explained by the increase of population. Does it follow, however, from this, that marriage, as an institution, does not meet the requirements of our civilization? Do not the majority—the very large majority, in- deed—of wedded couples live peaceably to- gether and found homes in all ways worthy of the name? Is not permanent unhappiness the exception, in spite of what would appear from @ glance at the unrelated statistics of the courte? Angling, to be successful, demands asa pre- requisite the existence of fish in the waters vis- ited. Shall we condemn the sport as fruitless or fcolish because some who follow it cast their lines where there is nothing to catch? And yet that would be no more unreasonable than to expect @ happy marriage where there is no Jove. The instances in which the law is invoked to sever the marital bond wil) be found, nearly always, to have their source in a union for con- siderations of convenience—wealth, position, Pique, the satisfaction of a parental desire, or something else equally alien from the supreme essential, furnishing the motive. Thousands of couples every year, too imma- ture to know their own minds, or too much in haste to get fairly well acquainted with each other, plunge into matrimony, It is the high- est kind of a tribute to the success of the exist- ing system that all of them are not applicants for divorce after they have awakened to a thorough realization of the obligations they have taken on themselves, Asa matter of fact, even of this multitude of ill-judged marriages, comparatively few turn out unhappily, Many— perhaps most of them—do not reach the ideal state; but it is only in rare instances, after all, tiggt they find their way into the divorce courts. it is eafe to say, in short, that although society may oue day reach a stage of development in which marriage as we know it will be shunned, or possibly pass out of being altogether, such a time has not yet come; andthe question which confronts the present generation concerns what is, and not what may be when the world has grown a great deal older and better—or worse. —___—+ + =—___ The contributions which are made in Wash. ington to the general fund for the reliet of flood sufferers are undoubtedly intended by most contributors to be expended wherever they are most needed and wherever they will do the most good in relieving such sufferers whether in Johnstown, Williamsport, along the Chesapeake and Ohio canal, or in any other deluged section. The expenditure of a small part of these contributions in the relief of suf- fering along the canal is therefore, without doubt, within the intention of these coutrib- utors or of enough of them to justify the ap- Propriation to this purpose of the sum re- quired. But the disaster, it appears, has been more serious in its consequences to the people living along the canal, and espe- cially to those dependent upon it for the means of « livelihood, than was at first suspected. In view of this fact it may be well to supplement the aid to be furnished these people from the general fund by special con- tributions; and if those of the future contribu- tors to Tux Srar’s fund for the relief of flood sufferers who desire to make their offerings especially applicable to the relief of the canal people will indicate this fact, Taz Stae will acknowledge the receipt of such contributions snd make of them @ special fund, to be ex- pended as indicated. The news of burning of Seattle, following 80 close upon the story of the flood in Pennsyl- vania, shows how horrors accumulate on hor- ror’s head sometimes, Seattle, only yesterday, was one of the most flourishing cities of the northwest. Itis the largest in Washington territory, and occupies a commanding position near the mouth of Puget sound, with every natural condition ripe for a marvellously rapid sdvancement, What scems most astonishing to any one acquainted with the topography of the neighborhood is that fire should obtain so tremendous a beadway in a town which is almost an island, with an inexhaust- tible bay in front and miles of lake and river at the rear. The only explanation is tobe found in the fact that, with all its Progressive- mess in the mat+r of electric lights, cable railways, and the like, Seattle resembles so many other towns in the far west in neglecting the practical utilization of its water supply, The streets are built without any reference to the needs of the future in the way of pipes and subterranean tunnels, and the city will never be properly watered or sewered till a great reformation occurs, beginning at the very foundation of things, Possibly the present fire, coming while the population is till short of thirty thousand, may have a salutary effect in causing the immediate introduction of improvements which must be supplied at some time andcan be made better now than when the town is double or treble as large. Another compensation for this infliction may be the amendment of the building laws so that house: sidewalks, and roadbeds in the heart of the business quarter shall no longer be made of resinous fir-wood. Seattle had many buildings of brick and stone in the streets on the lower levels, but the best of them were not fire-proof; and for every structure of other materials there were a dozen wooden ones, ready to cateh fire like tinder and make a wall of flame ell around their better neighbors, Chicago's notable example of what an impetus can be given to @ city’s growth and improvement by what seems for the moment like a terrible ca- lamity may convey # useful lesson to its sister in the far northwest. The domestic or local mission of charity which Tue Stan suggested at the time of the foods as appealing for sympathetic assistance i conjunction with the mission of relief to the People of Johnstown and vicinity, is now clearly developed. Many men and women along the line of the Chesapeake and Ohio canal and the river front have lost all their possessions and their present means of support through the freshet aud the destruction of the canal. Allof them suffer and some of them may starve. The local need is of small propor- tions compared with that of the people of the submerged district in Pennsylvania, and an inconsiderable diversion from the relief fund will relieve it.
