The contractor for the construction of the new Eastern Branch bridge is in a bad bole on account of the recent freshet. The floods 2id not hurt the bridge in the least, but the work has pro- gressed so far that there is immediate need for the stone to complete the two piers made necessary by the change of plans demanded by the Pennsylyania railroad, AU of this stone is now at the quarries at Seneca, a long distance up the river, and the Chesa- peake and Ohio canal, which is the only means of transportation at hand, has suspended op- erations, permanently, it is feared, on account of the damage sustained in the freshet. There is at present absolutely no means of getting the stone down, and the work is almost ata standstill. This is inkeeping with the series of mis- fortunes that have overtaken the contractor. When he was ready to push ahead he met with a formidable obstacle to progress in the way of a gang of menemployed’ by the Pennsylvania railroad, who persisted in filling up the holes he dug as fast as they were opened. Then the law suit by the government almost stagnated the work for months. when the compro- mise plan was finally adopted a combination of bad workmanship caving-in of the cot » build his pier. The piles were not driven deep enough and the workmen threw the material out too close to the edge, so that one jnight a pile gave way on one side, and by morning there was no dam there. Throughout the work there has been the greatest difficulty in obtaining iron for the stracture, and now, to cap the climax, comes t! alamity whereby the contractor is isolated from his materials by more than 20 miles without means to lessen the distance. Vagrant Colored Girls. Officer Hatton yesterd ternoon arrested Addie Smith, Hattie Boldin, Jennie Hawkins and Rose Miller, colored girls, at 7th and L streets southwest, as vagrants, and started with them to the patrol box. The crowd from the Indian Herb Doctor's tent followed to the num- ber of several hundred, and it was with difi- culty that the policeman named, with Sergeant Smith, of the force, could get to the box and open it. In the crowd was James Green, a ted him for disorderly conduct. The girls were tried in the Police Court this morning and sent down for vagrancy, and Green was fined $5. panltasho viol A Singular and Sad Experience. Mr. J. O. Trouble in the Brotherhood of Loco- motive Engineers, ‘There is trouble in the ranks of the —— hood of Locomotive Engineors, Chief ur is a candidate for re-election and, as such, has been making a quiet canvass of the various lodges of the brotherhood. Last weck a secret ference for this purpose was held in Chi- cago. There were upward of 200 members Present, representing lodges in Mlinois, Michi- gan, Indiana, Iowa, and Wisconsin, and with their defeat by the “Q,” the momentarily ex- pected reduction of wages on the Senta Fe, and the recent discharge by the Alton of a large number of brotherhood men fresh in their minds, they were not at all satisfied with the chief's optimistic speech. A member of the general grievance conimittee got upon the floor and, addressing Chief Arthur, said: “Your speech this morning pictured our organizetion asimpregnable and resistiess. And, being so, it had nothing to fear from any mis- fortune that might threaten—but that no mi fortune did threaten, Now sir, if you believe such a state of things exists you have been in- correctly infotmed of affairs, The truth is, a reduction of wages is expected to be made be- fore long on a number of western roads, Such action we do not propose to accept, because we do not believe it justitied. We, therefore, de- sire to know whether, in the event of a red. tion being ordered, despite our opposition, you would sanction a strike, Chief Arthur did not like the question, but there was no help for it. He had to answ: With compressed lips he rose to his fe looked at the determined faces before him and said: ‘Under no condition of circumstances of which I can conceive shall I ever sanction an- other strike.” A murmur of surprise, tinged with indigna- tion, arose, but ceased as the chief continued: ‘My reason for this decision is two-fold. In the first place, Iam opposed to strikes on gen- eral principles; in the second place, to strike would be practically suicide, for, owinz to the inexorable laws of supply and’ demand and the large number of unemployed engineers in the country, it would take but an exceedingly short time to fill our places.” “But, sir,” broke in the questioner, “sup- ose a redaction of weges should occur on tiie Union Pacific system, where the Brotherhood is 80 thoroug! equipped as to obtain the granting of everything they ask, would not you fresh | roasted, royal drink; best S0c. tea to be ‘found; | Patent Process Flour, 21.75 3 bbl; Old Rye, We. qt. It was known that the chief had a strong dislike to strikes, but that his conser- vatistn was so extreme as his speech showed it to be was never dreamed. soe In the joint session of the legislature of New Hampshire, yesterday, a ballot was taken for governor, there having been no choice by the people.
