* New York Office: Boom 93, Tribune Building. That it is impossible for a man who has com- mitted crime ever to reinstate himself in pub- lic confidence is disproved by the career of Lucius W. Pond, who died the other day at his home in Worcester, Mass. He had built up, from small beginnings, a handsome business, and made himself a useful and respected citi- zen. Buthe was led into endorsing pretty heavily for his friends, and, when the panic of 1873 occurred, these obligations came pour- ing in upon him and threatened to wreck him unless he could recoup his losses in some way. Thus embarrassed, he sought refuge in an act of forgery, by procuring indorsements of bis own notes for trifling sums, and then, by changing dates and figures on the faces of the notes, discounting them for large amounts. On his trial it was shown, however, that all this work was confined toa brief season, indi- cating that he yielded to a passing temptation instead of deliberately entering upon a life of crime. There was every evidence, also, that his expectation and intention were to make good his derelictions in a little while. So firmly was this idea fixed in the minds of the creditors he had wronged that, after he had served about seven of the fifteen years in prison covered by his sentence, nearly every one of them joined ina petition for his release, and not only that, but received him kindly on his return home. He was restored to his old place in society, in the church, and in many of the public enterprises in which he was most interested, and it was pleasant to note how the beneficiaries of his kindness in the days of his prosperity now came forward and helped to wipe away, as far as possible, the memory of the bitter ordeal through which he had passed. Mr. Ponds experience, grateful as it may be as evidence that human judgments are not al- ways over-harsh and that it is possible to re- trieve lost ground, is nevertheless so excep- tional that it cannot fairly be cited as a precedent for prophetic purposes. It by no means follows because this man, whose personality appears to have been especially attractive, was welcomed into the companionship of the upright once more, that the next one who steps aside under pres- sure of temptation will enjoy a like con- sideration. The case is noteworthy chiefly as showing that what is not probable in theory or frequent in experience, does here and there oveur, and that there are wrong-doers upon whom the world’s forgiveness is not thrown away, —_——— Perhaps one reason why President Harrison is so conscientious in respect to filling territo- rial oftices on the home-rule principle, is a hope that it will induce » good many perennial office-seekers to quit Washington and go out to the territories to live. $+ Judge Barnard, of Poughkeepsie, N. ¥., has decided a question of great interest to the office-seeking public by granting a writ to compel the local civil service board to explain to the court itsmethod of rating, at the in- stance of an applicant for office who had reason to believe that he had been improperly rated. The only virtue ina civil servic nation system consists in its giv 'y citizen of the United States an equal chance to enter the gov- ernment employ on his merits; and the public have no assurance that every citizen is enjoy- ing such equal chance unless the mode of marking is made as plain as the mode of questic ing. ~ ———— Bismarck curbs the press at home, but recog- nizes the power of the press in other countries by supporting in them newspaper organs of German opinion, It appears that the James Geatte is the Ger chancellor's mouth-picce in England. The identification of this sheet with Bismarck renders it the target of assault for every English enemy of Bis- marck, and there are many. Sir Morell Mac- kenzie leads the attack with a suit for libel, and he and Bismarck and the new emperor will soon be engaged in court in the old wrangle congerning the treatment of the late emperor and the circumstances of his death. ——— The Valkyrie did better on her second race yesterday, and came out victor. She will now apparently have speed enough to make the contest for the America’s cup tolerably inter- esting. The treasurer of the “Welch Memorial Fund,” Edward P. Clark of the New York Evening Pos’, reports that the movement is Progressing most favorably. Contributions have been received by him from all parts of the country, and public interest in the matter is steadily increasing. This is, perhaps, the only memorial project which New York now bas on hand, of which the prospects are not gloomy and discouraging. There is some reason for this difference in promise of suc- cess. The fund to be contributed by admirers of the humorous writings of Philip H.
