In the Old South meeting house there has been displayed a model of the portelectric railway, whereby experts calculate that the time of conveyance between New York and Boston could be reduced to an hour ortwo. The central principle of the system is the suctionexerted bya coil, through which a current is passed, upon a rod of iron or steel placed near its center. The railway structure is simply to consist of a series of coils, so arranged that the attraction of one begins to exert itself as the attraction of its pre- decessor ceases to do so, The car body is to be built of light steel, and an automatic device attached to the car is to do the work of break- ing and making circuits in the coils as the car proceeds, so that it will never be stopped mid- way of any one coil by the continuance of the latter’s attraction ina degree more powerful than that of the next coil which is expected to draw it onward. No one who has watched the advances wrought during the last half century in every department of human life and industry by the use of forces which two generations ago were scarcely known, even by name, will regard the portelectric syetem as the end of improvement in its particular direction, but it is a step to- ward the accomplishment of wonderful results, which our grandchildren will witness if we do not. The same difficulty has yet to be over- come which has stared every inventor in the face from the beginning of the work for extra- rapid transportation, with regard to the heat which must be genera‘ed by so s-vift a journey. It is estimated that a comparatively small box on wheels, sent over a fine of portelectric rail- way every five minutes during the day, would convey ail the mail matter which now passes by the ordinary transportation lines between New York and Boston; but it can be discovered ouly by actual experiment in what condition it would reach its destination, The proposal to carry human beings from one city to the other by the aid of the new motor in one- sixth of the present running time wou! raise questions of yet greater importance, We shall undoubtedly hear more of the portelectrie system; but meanwhile the in- yentors who believe that they are on the trail of something better need not feel that com- sed against them. The refusal of Italy to surrender the mur- derers of Paymaster McClure causes the Wilkesbarre Record to inquire: “Why not banish every unnaturalized Italian in the country as a means of retaliation and self-preservation? Can foreign thieves and as- sassins drop into a peaceable American com- munity and refuse to forswear allegiance to their mother country that they may implore its power when they return to it with their hands reddened with the blood of Americans and their pockets filled with stolen American moncy?” Asweeping measure which should eject all unnaturalized Italians, good and bad, from the republic, as scapegoats to bear a part of the panishment which belongs to the fugitive wurderers would undoubtedly be as unjust as the action which Italy is said to have taken in this matter. But the incident suggests the rigid enforcement of existing laws against the in-pouring of the criminal classes of Europe, and the enactment of additional laws where present statutes are insufficient. We can re- turn the prospective thieves and murderers, whom Italy sends, to the tender and protecting care of the home government before oppor- tunity to commit crime has been given, The policy of prevention is the best. ——————— The District citizen wears a broad smile now- adays. The unconfined reign of joy over the appointment of new Commissioners extends even to the ex-Commissioners and to the can- didates who fell by the wayside in the race for the office. The ex-Commissioners are pleased to be displaced, and everybody else is pleased, too, and happiness prevails, The good citizens who were named as Commissioners by their friends, but not by the President, since only two could be appointed, accept the situation philosophically and cheerfully. They act upon the princtple laid down by level-headed Editor Donath, of the Chester Times, who, after a strong but unsuccessful candidacy for the office of public printer, remarks: “Where there is more than one candidate for a desirable position—and history tells us that there invariably is—the sensible aspirant knows in advance that all but one will be disap- pointed. Hence he starts out with the calm assurance that the chances are against him— that in all probability he will be permitted to enjoy the quiet comfort of private life. This settled in his own mind, he should = himself at the outset for that holy calm which to a greater or less degree enshrouds the man who suddenly concludes to sit down on the pavement. And when the adverse decision Comes he will find it much more easy to con- clade that all's for the best than the impetu- us individual who cannot see how he can fail.” oe ‘The doctors who made the autopsy on Wash- ington Irving Bishop were evidently in too great a hurry to discover what a mind-reader’s brain resembles after his death. The distress- ing suggestion that Bishop was not really dead atthe time of the autopsy will probably be found to be without foundation. But the doc- tors had no right on the assumption that he was dead to cut up the dead man with indecent haste and without the consent of his family or relatives, and the general public will sympa- thize very little with them in the scare which the coroner gives them by placing them under bonds to await the inqnest. $$ It has been wisely concluded not to spend the public money on a university course of study in Boston's schools till the elementary branches have been well taken care of. That should be the rule in every city.
