The Mexican minister discusses in the cur- rent number of the North American Review the question of the annexation of Mexico by the United States. He is of the opinion that the American republic does not desire to absorb Mexico, and is quite sure that the latter is un- willing to be annexed. He points out that the United States has already as much territory as any other free country ever hdd, and embraces within itself different elements with different end antagonistic interests, and that the patriot- ism, talent, prudence, wisdom and ingenuity of the best men will be heavily taxed dur- ing the next century to keep together the bonds of union which now happily exist, and be does not believe that American statesmen will wish to add tothe difficulties of the situation by the introduction of a whole nationality of twelve millions of people, of almost insuperable assimilation, at least for Many generations to come—a people of a dif- ferent race, speaking a different language, and possessing very different habits and ideas, two- thirds of whom are pure-blooded Indians. In respect to opinion in Mexico, Minister Romero says that the conservative or church party, and a large portion of the people, ever remember- ing the war of 1846 and 1847, are always afraid of annexation, and advocate the policy of isolation from and complete non-intercourse with the United States, while the liberal party, believes as a matter’ of policy in opening the country to the United States, but is equally op- posed toannexation. In bis own opinion the wisest policy to be pursued between the two countries is to so enlarge their political, social, and commercial relations as to identify them in great commercial and industrial interests, but without diminishing the autonomy or & stroying ‘1 nationality of either. Very clear- ly the pro.ens of thus improving our rela- tions with Mexico is in progress; and very clearly, too, there is no prospect of an at- tempted annexation of Mexico in the near fu- ture. When the republic is ready to extend its boundaries, it will naturally first acquire the terntory lying to the north of it, the people of which can be much more readily assimilated than those of its southern neighbor. But un- less there comes to be a radical change in the temper of the American people, and the char- acter and objects of its government, neither Canada nor Mexico will need to fear forcible annexation. If the opinion of their legal advisers proves to be unpalatable the Commissioners may doubt and wrangle over their powers and duties in the matter, and succeed without diffi- culty in leaving the awkward question to the criminal courts or to their successors, eee Fortunately for himself and for the country, the Vice-President escaped with only a shaking- up from the railway accident at Baltimore in which his train was concerned. The risk to which he was exposed recalled with startling vividness the death of Mr. Hendricks at a simi- Jar stage of his career, and every citizen proba- bly breathed freer for the thought that there is now a definite and generally satisfactory line of accession established by law to save the gov- rnment from the embarrassments that used to threaten it in certain emergencica, —_—_—_—- One of the features of the great civic parade which forms part of New York's celebration next week will be the march of between three and four thousand pupils from the public schools. The exhibition of so many children in a solid mass will doubtless evoke a chorus of admiring exclamations from the mammas and | papas who have a direct interest in them per- sonally, but to most other thoughtful adults the spectacle will not be one of unmixed pleas- ure. These children cannot possibly be ac- commodated with the means of proper rest while waiting for the line to form or at any stage of their tramp through the town; the enormous proportions of the parade make it extremely uncertain to what hours they may be kept in the street, or to what dangers they may be exposed on their lonely way to their homes after disbanding; and the weather at this season is 80 fickle that it is almost impossible to dress children comfortably for even a few Lours’ absence, much less for one which may extend through a whole day and part of the evening. Mr. Stuyvesant Fish, as the personification of “we centennial people,” may threaten Gov. Green, of New Jersey, and Mayor Grant may come into col- lision with the centennial committee, and mimic war may rage between the commit- tee and the McAllister clan, and the pub- lie is amused; but next week's celebra- tion will be « great affair, notwithstanding,’ and haifa million visitors will be there to see. ‘The display of the naval parade and the centen- nial ball, the fruitful source of innumerable feuds, will give interest to Monday; the inaugu- Fation ceremony, the military procession and the banquet and fireworks at night will charac- terize Tuesday's proceedings; and the great in- dustrial parade will march on Weduesday.
