Mr. Dyson and appropriate music Chair- man Cook, with a few preparatory remarks, in- troduced Rev. W. B. Derrick, D.D., of New York, as THE ORATOR OF THE EVENING. The speaker reviewed the events which led to the issue of the emancipation proclamation, and spoke of the services of the negro during i} the war, his devotion and bearing, and cited individual instances. As to the condition of the negro after the war and at the present time he thonght that instead of submitting to ross injustice and ostracism, the negro should agitate for recognition of civil as well political rights, He advised that the institutions of the country should be carefully studied, and in this way he predicted that the progress already made by the race would be advanced, He spoke of the growth of educational facilities, and said that in the south alone there are 16,000 colored teachers and 1,000,000 pupils; 17,000 in the male and female high schools, 80 normal schools, 50 colleges and_ universities, and 68 theological seminaries, He mentioned with pride the leading names in professional and literary circles, and claimed that these in- stances showed THE CAPABILITIES OF THE RACE. He thought that the negro should engage in more diversified pursuits and perfect them- selves in the trades, The speaker mentioned as a hindrance to the progress of the race the spirit of caste on the part of the whites. It outranks and is more obnoxious than even the odious caste of the Hindoo. It controls so- ciety, industry, education, politics and re- ligion; it seems to run in the blood of Ameri- can whites; it deties both state and national laws, No class of men has ever had to run a race handicapped and weighed down with so many disadvantages from caste discrimination and prejudice, despised for being degraded, yet forbidden to rise out of the degradation. Upon the conclusion of the address _ex-lep- resentative John R. Lynch made a brief speech, and then the meeting adjourned, thr Saat Prefer the Jail to the Workhonse. Wm. Crampsey, charged with vagrancy be- cause he drinks too much liquor, was arraigned before the Police Court this morning. It was the same old story. He said he would take an appeal. He | took that aetion because he will go to jail while the appeal is pending instead of going to the workhouse, Judge Miller notified him that his time in jail would not count on his sentence. The old ‘offenders have adopted this mode (taking an appeal) to keep out of the work- house.” In all appeal cases the prisoners are sent to jail instead of the workhouse, and there are not many persons who prefer th workhouse to the jail. especially those who have been to both ‘places.
