THE EVENING STAR: WASHINGTON, D.C., TUESDAY, APRIL 16, 1889 FROM ROCKVILLE. Meeting of Managers of the Agricultural | yfen Society—Locating the Post-Office. Correspondence of Tu Eves1xe Stan. Rockvite, April 15, 1889, Ameeting of the board of management of the Agricultural socicty was held here to-day, at which the following business was trans- acted: The treasurer was authorized to all bills for expenses incurred in connection with the Farmers’ institute, held here on March 26; the resignation of Mr. A. H. Fletcher as secretary of the society was ac- cepted, and a vote of thanks given him for, faithful and efficient services in that capacity | during the past five years. Mr. Philip D. | Laird, treasurer, tendered his resignation, but | at the solicitation of the board consented to | have action on it postponed until the next | meeting. It was decided not to hold a spring | meeting and the dates of the fall fuir were fixed at September 4, 5, and 6. The necessity of enlarging the race-track to half a mile being generally conceded, a commitiee consisting of | Major Wm. J. Thompson, Col. Jas. A. Boyd, and Mr. W. E. Muncaster was appointed to | wait on Mr. Jas. Dawson, who has control of land adjoining the Fair grounds, and ascertain if the necessary land could be bought, subject | to the approval of the members of the society at a meeting calle2 for the purpose. The com- mittee, after consultation with Mr. Dawson, | reported that he would meet them at a time | and place to be hereafter designated, when he | would be able to give a definite reply. Mr. | Frank Hutton was added to the committee to assist in making an approximate survey and estimate of the land required for the extended track. The next meeting of the board will be held on the 6th of May. : Much interest is manifested in the commn- nity in the lengthening of the track to half a mile, as it is believed it will have the effect of inducing the attendance of a better class of horses to the annual fairs, and also be largely used asa training-ground for the many good horses now owned in the county. Several gen- tlemen present at_the meeting offered to con- tribute liberally for the improvement, and it was stated that liberal subscriptions would be made for the same purpose in the District of Columbia. Considerable excitement and no end of talk have prevailed here during yesterday and to- day in regard to the removal of the post-office | from its present location to the store of the | new postmaster, Mr. Thomas Dawson, in the western section of the town. A petition has been circulated asking for the retention of the A FILIBUSTERING SCHEME. in Los Angeles Organizing to Cap- ture Lower ifornia. A Los Angeles special to the New York Sun says: There is a scheme on foot to capture Lower California, A reporter yesterday found two men who had been asked to join in the undertaking. They are Grand'Army men, well | known and reliable. At their request their names are not given, but if it becomes neces- sary their identity can be established. One of them occupies an official position in this city | and the other is a well-known capitalist. Toa reporter one said yesterday: “Yes, sir, I think there is ascheme to capture the lower penin- sula, and if the plan is as well’ has the powerful backing that the m |claim for it, they may make considerable trouble for Mexico. Iwas asked to join. and was offered suitable rank and pay. Of course I would have nothing to do with such a scheme, and did not want to know too much about it.” The second Federal oflicer, when interrogated by the reporter, admitted having had the same offer made to him. “The scheme is being worked through a secret order which has a large membe — through the south,” he said, “and they are well organized, and number ove 1,000 men in the military department, while th civil department takes in many prominent and influential men. “I refused to have anything to do with the scheme, but expect to hear from it before long. Any one who has watched the progress of things on the peninsula during the past year, and who has known of the existence of this society, can easily see that trouble is brewing.” —eeo—__ __ THE EIFFEL TOWER. How the Tallest Artificial Structure on the Earth Looks. From the Vossiche Zeitung. The monstrous tower designed by Engineer Eiffel for the Paris exposition has three stories or divisions. The first story is sixty metres high (ametre is equal to thirty-nine inches) and rests on the arches which join the four foundation columns that carry upon them the entire weight of the huge tower. The tower has four distinct sections, Each wing is provided with a refreshment saloon that may be reached by means of winding Staireases under the foundation piers, Not- withstanding the center of the space has been setapart for the elevator there still remain office in the present location, and many are in | favor of locating the office a short distance | from the court-house, bank, and other public buildings. Many are opposed to the office being kept in a store, while others who live in the country and come to town at night think this would be a convenience to them, as the office would be kept open to a later hour. To the Elitor of Tue Evestve Stan: In the New York Herald of the 10th instant and in the Sunday Herald, this city, of the 14th | instant was a brief outline of a concise plan to } retire civil service employes. The proposition is to deduct from the salary of every govern- ment clerk in Washington 1 each month and turn it into the Treasury. This would make a respectable fund, and from that fund there | shall be ps id to every retired clerk $40 per | month as long as he may live. No one to retire unless he or she wishes after he or she shall have served the government in any y thirty years. Should a clerk, after such ser become incapacitated by reason of mental or physical infirmity then he or she can be placed | on the retired list. It would seem that this plan is an admirable one. No money would be from the government; it would be entirel, sustaining. and it w i service.
