4 THE EVENING STAR: WASHINGTON # D.C., SATURDAY, APRIT, 13, 1889-TWELVE PAGES, a Cutt, Axo See On Wasre For | Sarcnvay Arn, 13 “Srone News” | Foonnos, THE EVENING STAR. WASHINGTON: SATURDAY April 13, 18S0, CROSBY S. NOVES.... THE EVENING STAR bas tne fullest Local Cireulation of any Newspaper in the World. and ae an Advertising Medium is worth more than all the other papers published in Washington. Because the White House is old and in some places going to decay, there is no justification for exciting a panic by the sort of talk which has lately been afloat about its unsanitary con- dition. A house which has been occupied con- tinuously for three-quarters of a century can- pot in reason be expected to be as demrable 2 place of residence as one which is newer and more fully furnished with modern devices for comfort and sanitation, and one which lies as the White House does, exposed directly to all the vapors rising from the unfilled flats and the river, must suffer by comparison with one which stands further back on high ground, with plenty of wind-breaks and barriers to the south of it. But it does not follow that the old and ill-equipped house is a place of positive danger nevertheless. The report made to Colonel Wilson by a firm of plumbers who were em- Ployed to examine the water and sewage service of the executive mansion, states that the work is as good as that in any first-class building in the city. What the White Honse needs is evidently not new plumbing, but less crowding. As long as the President's family is forced to make its home there in the close quarters of the domestic part of the house, with the office part encroaching more and more upon the domestic every year, there will be complaints of discom- fort. Aside from the mere matter of physical overcrowding, the atmosphere of the piace is not suitable fora home. The family calm and quiet ought not to be disturbed by a constant joggling against the sordid cares of business, ‘The President onght to have some place where he can be, from time to time, not only out of reach, but out of sight and hearing of the Office-seekers, and of the people with advise to give, and even of the well-meaning constituents, whose errand is “respects only.” He should have a chance to refresh himself as a public servant by occasional excursions into a domain where he is a private master. This cannot be as long as he is protected in his retirement only by a partition wall. There is no call for sensa- tional criticism or pessimistic prophecy based on the nnwholesomeness of the White House aa dwelling; but the need of a separate res’ dence for the President and his family rests on other grounds quite as worth; of consideration as bad plumbing and malaria, — Perhaps the most astonishing of many re- cent developments of human perversity is the number of persons from this neighborhood who are making preparations to migrate to Okla- homa, at heavy expense and with « fair pros- pect of finding two, three or four claimants to every decent acre of soil in the territory, when fair farming land and a healthful, well-wooded and watered country of charmingly diversified surface is to be found right at home in the neighboring states of Maryland and Virginia. The money spent in getting to Oklahoma, pay- ing for one’s camp outfit, staking a treeless badly watered claim, recording it and getting out @ patent. carrying on a lawsuit of indefinite length, hiring a high-priced backwoods surgeon to dig out the bullets which unscrupulous “jumpers” and brigands have fired into one’s body, and buying a ticket for the east again when all is over, would set a young man up on a first-rate ranch within a hundred miles of Washington, with railroads and a market almost at his gates, cheap food and clotbing, plenty of help at low wages, the comforts and pleasures of civilization within easy reach at any hour, anda fair chance of striking something rich in the minerai line in addition to the value of the land for agricultural purposes. The rush from the Atlantic coast to the wild west is like letting go of two birds in the hand to run after one in the bush. ree ee It is a suggestion hardly likely to be carried out that sparkling Jersey cider be made a chief feature of the wine list at the Washington cen- tennia] ball in New York, because it is an hon- est, outright American drink, produced by a state which was one of the original thirteen and bore the brunt of a great deal of the hard fight- ing that made the republic possible. But this is not saying that sparkling Jersey cider will not bea leading drink at the ball. It will figure in the program as champagne, with a French label and a name that at least 300 out of Ward McAllister’s four could not pronounce correctly if their lives depended on it. oe Sir Charles Russell is, s0 to speak, a co-hero with Parnell in the exciting drama which is now attracting the attention of all England and of the world. His wonderful skill in cross- examination exposed in all its weakness and finally crushed the tory government's case against Ireland: and now that the tables are turned, and accusers have really become the defenders, he moves not merely a popular au- dience, but hostile court to expressions of sympathy and admiration by the astonishing power andeloquence of his presentation of the case against the accusers, His great pow- ers as an orator are thoroughly aroused in the advoeacy of his cause, for, as he says, he speaks not merely as an advocate, but concerning the land of his birth; he defends not merely the leaders of a jon. but a nation itself—the leaders of a nation whom it was sought tocrush, & nation whose hopes it was sought to dash to the ground.
