He seems to agree with the opin- ion of “the Lydecker set” that the most ef- fective supervision of the tunnel work could be done at long range,—say from the smoking- room of a club-house. A proper perspective could only be got at this distance! This seems to be a pretty mortifying admis- sion to be made by an engineering officer of the utter incapacity of his corps to superintend & public work of this character without detect- ing that it was rotten from beginning to end unless some “accident” exposed the fraud. And it is # hopeless prospect for the District taxpayers, who have already been blistered to the extent of over a million dollars to pay for Lydecker's rotten tunnel, to know that the further prose- eution of the tunnel work is to remain under the same engineering “supervision” that Gen.
