4 THE EVENING STAR. WASHINGTO — CROSBY 8. NOYES.. in Washington. The District of Columbia hopes that it will be let off with as light a punishment as possible by the tunnel court martial. It has been fined a million dollars because the United States gov- ernment, acting solely on its own responsibility and conferring no benefit on the District, has through its agents constructed a rotten, worth- less tunnel. Half of the expense of showing that the government has been cheated and that it has been through the government's own negligence that it bas been cheated, is also exacted from the District. The people of Washington appreciate that if the same course is followed in respect to the court-martial, they will be called upon in some way or other to share with Major Lydecker whatever blame may attach to that officer if he is found guilty, and whatever punishment will in that event be imposed. In some mysterious manner, without participating in the wrong-doing and negligence which are responsible for the tannel failure, the District is made to bear with the wrong-doers and the negligent all the penalties and evil con- sequences, As it hag been guilty of no sin either of omission or commission in the mat- ter, it pleads for a light sentence by court- martial, and a revocation of the fines already imposed. ee A gentleman writing from Philadelphia to a friend in this city says that of four persons boarding at the same house with himself, who attended the inaugural ceremonies here on the 4th of March, three have since dted of pneu- monia from colds contracted at thattime. This, of course, represents an extreme percentage of fatality resulting from the cause indicated, but reports from other places, if not so bad, are | still bad enough to be the source of general | and profound concern. Considering that it might easily nave been avoided by proper ac- tion on the part of Congress, this great conse- quent mortality in nearly every part of the country represented in Washington on that oc- casion seems almost a wanton sacrifice of hu- man life on the part of that body. The demand is very general, therefore, and it is made with- out protest or objection in any quarter, that the date for the Presidential inauguration shall be changed to a day later in the season, when mild and settled weather can be surely counted upon. The last Wednesday in April has been named as a suitable day for the pur- pose, and it is likely that a better one cannot be selected, as, beside securing better weather, as a general thing, that day would alwaysbring the pageant in the middle of the week, which, of itself, is a consideration of no small mo- ment. Some of his brethren of the press are doing their utmost to prepare a bed for Murat Hal- stead of the same variety of thorns as that on which Eugene Schuyler was laid out a few days ago. Every bitter expression he was ever guilty of uttering to the disparagement of gen- tlemen now members of the Federal senate is made to stare at him from a column of re- print. Mr. Halstead does not appear to be at all alarmed, however, and certainly shows no disposition to run away from any diplomatic office of the first class which the President may wish to confer on him. He has yet to learn | the art of surrendering or retreating. The same attempt at his discomfiture has been made once or twice before, as it is made in the case of almost every prominent journalist, with pro- nounced views and a candid way of expressing them, who dips into politics, ee mo Postmaster-General Wanamaker seems to have made a marked hit with his offer of the Philadelphia postoffice to a man of the high | character of John Field. It is rare, indeed, to hear such a chorus of commendation as has arisen from both sides of the political fence since the news came out. That is a kind of civil service reform which everybody appre- ciates. ne If New York has her grand centennial pro- cession on the Ist of May, what will the poor movers do for horses and for room toget about in? May day, which js “moving day” in New York, is hard enough ordinarily without add- ing to its worries and anxieties by crowding the streets and putting beasts of burden and draft at a stupendous premium. ——————— ‘The new penal code of Germany provides a severe punishment for persons who attack the bases of social order, including marriage. One of the most dangerous enemies of marriage in Germany. however, is the regular judicial di- vorce mill. which grinds out its grists as easily as its cotemporaries in Illinois and Rhode Island. There is a standing joke about a cer- tain military celebrity, who stands high in the German social world, that he cannot sit down at a card table in any of the fashionable draw- ing-rooms in the city of his home without hav- ing one of his many divorced wives either vis- a-vis or at his The demand upon newspaper men to sacri- fice themselves tothe duty of serving their country continues with unabated vigor. The wise policy which was initiated by the selection of Private Secretary Halford is being extended and applied in making the big foreign appoint- ments. His reform administration is to be conducted on the basis of a total denial of the principle that every passenger must serve as his own con- ductor. oo The project of neutralizing the banks of ‘Newfoundland during the fishing season is ex- citing public interest in France. The banks are sufficiently neutralized already during the wrecking season, which extends through the whole twelve months. The debris that strews the shores is of all nationalities, for fogs, Winds and waves are no respecters of flags. —————— The Cleveland party in Cuba must be pru- dent. The island is full of brigands, who would like nothing better than to get hold of a well- to-do ex-President of the United States and hold him for a ransom. If they could catch half « cabinet as well, they would feel them- selves set up for life. Mr. Dickinson is the only man on the expedition who realizes this, and hence remains at his hotel in Havana while his companions go roaming over the island.
