NOTHING ENOWN OF THE FINDINGS OF THE COURT EXCEPT THE RESULT; THAT 18, THR TRIAL OF ‘MAJ. LYDECKER BY COURT-MARTIAL FOR NE- @LEcT oF DUTY. There has been considerable speculation among officers as to the nature of the findings and report of the court of inquiry on the tun- nel matter, It was never given to the public, and the only thing appearing previous to yes- terday that would serve as an indication of what the report contained was the order by the Secretary of War convening the court-mar- tial, The court of inquiry was called to de- termine who was to be held responsible for the condition of the tunnel lining, being in the na- ture of an investigation committee, and had no one before it as an accused party. KNOWN BY ITS RESULT. Inasmuch as the report resulted in a court- martial, it is thought fair to presume that the court found that Major Lydecker was the per- son to be held responsible for the bad condi- tion of things behind the lining. Otherwise he would not be now before the court-martial. The specifications under which he is charged were made up, undoubtedly. from the details of the findings of the court of inquiry, and thus it is presumed that the report of the court of inquiry was very severe on Major Lydecker. In fact, it would seem that it found him, in the Suage of the charge, guilty of “NEGLECT OF DUTY.” It is thought that if this be the case the out- look for the major is not at present particularly bright. This report will undoubtedly be pre- sented to the court-martial as evidence, and will pgesumably carry weight. The announce- ment by Gov. Boutwell yesterday morning that the defense admitted the bad condition of af- fairs in the tunnel substantially as charged, but denied responsibility for the same, indi- cates that the line of defense will turn pri- marily upon THE QUESTION OF RESPONSIBILITY. The prosecution will endeavor to show ne- glect on the part of Major Lydecker, and the defense will, on the other hand, try to prove that the accused exercised all possible diligence, and that the bad work could not have been pre- vented with even the greatest vigilance on his Ea It is thought that the counsel for Major ydecker may endeavor to turn the matter of York city, Lakeside, J., and other points north. She will be absent for a fortnight. Mr. and Mrs. Jobn E. Beall have been enjoy- ing for some weeks their new residence, No. 3098 U street, known as the Boyce property, on Georgetown Heights. They have as a guest Miss Chandler, of Milwaukee, Ex-Senator Palmer leaves the city to-day for Detroit in order to arrange his affairs for his absence in Spain, Col. and Mrs. Joseph Medill and Miss Medill, of Chicago, are enjoying a prolonged stay in the city, and are at the hotel Arno. The ladies who are interested in the Home for Incurables and the humane society propose giving a matinee for the benefit of this institu- tion at Albangh’s theater, on the 11th of April. ‘The program will be a varied one, as a number of the talented young — of society will take the parts, and the lies hope to realize handsome sum from the venture. Mrs. J. M. Rusk, wife of Secretary Rusk, with her son and daughter, will leave Milwaukee for Washington to-morrow. Mrs. Geo. Marshall and daughter, of Port- land, Oreg., left to-day for Montreal, Canada, on a brief visit to relatives there, after having spent a month visiting their son and brother, A. D. Marshall, of 921 9th street northwest. They will again visit Washington on their return home. Miss Etta M. Haley, of Boston, is visiting Miss H. M. Cushing, of 1333 N street. Mrs. Fred. Moock, with baby, of Warren, Pa., is visiting her father, Mr. E. J. Keferstein, of 1500 Kingman place. THE BUILDING REGULATIONS. A Charge of Violating them, the Trial of Which Raises some Interesting Points. Acase of considerable importance to the property owners of the District was called to the attention of Judge Miller im the Police court this morning.’ Mr. James James was the defendant in the case, and he was represented by Mr. A. B. Williams. He was charged with a violation of the building regulations. The prosecution was instituted by Sergeant of Police Shilling, on complaint of Mrs. Har- ris, who owns the property adjoining where the alleged violation is charged to have occurred, on 7th street extended, above Boundary street, ‘The prosecution was brought under section 11 of the building regulations, which reads as fol- lows: “Wooden buildings may be erected outside of the fire limits, provided that on lands jaid ut in town lots no wooden buildings shall be erected or placed within twenty-four feet of any house built of brick or other combustible material.” The question to be decided is, whether the Commissioners er building inspector have the power to suspend the operation of the regula- tions made by the Commissioners. The building saapecton geve the defendant a permit to re- model and enlarge a building to be erected within six feet of the house of Mrs. Harris, vided a 13-inch brick wall was substituted for the frame partition next to Mrs. Harris’ prop- erty. Mr. Shillington suggested that the Commis- sioners did not know of the concession made to the defendant by the building inspector. Assistant Building Inspector Ring testified that he investigated the complaint made in the case. and made his report to the building in- spector. He did not think that the Commis- sioners were notified of the report. Mr. Shillington thought that Mr. Entwisle and the Commissioners could throw some light on the case, aud the matter went over until Saturday. —.__—_ Rear Admiral Chandler’s Funeral. PARTICIPATION OF THE BRITISH AUTHORITIES AND FORCES AT HONG KONG. The officers attached to the Navy department are highly gratified at the information which has reached them of the participation of the British authorities and forces in the funeral ceremonies of Rear Admiral Chandler, who died in Hong Kong 10th February. More than 700 Highlanders marched in the procession, and they were followed by a thousand sailors attached to English men-of-war, each having a crape band on his sleeve. A company of the Northamptonshire regiment, marines, artillery, and marine artillery preceded the governor and staff, the heads of the government de ments, the consuls, and a number of residents who brought up the rear. The services at the grave were very impressive and were con- ucted amid the booming of minute guns from the ships in the harbor. The pall-bearers were Col. Withers (the American consul), Col. Cras- ter, Col. Forbes-Robertson, Capt. Boys, of H. ‘M. 8. Cordelia; Chief Engineer Butterworth, of the Marion, and Capt. Dunlop. The service was read by the Rev. H. B. Harper, naval chap- lain; Rev. J. B. Coates, chaplain of the Corde- lia, and Rev. H. K. Moore, of H. M. 8. Impe- viewse. On 14th February Commander Dyer, d@ by Lieut.-Commander West and Lieut. adham, called on the governor, Sir G. A Maine Man Who Met With Many Thrilling Adventures. Bath, Me., Special to the New York World. By the death of Richard W. Jackson, sailor boy, king of a cannibal tribe and arctic ex- plorer, the most romantic career ever lived by a Maine man has just come toa singularly un- happy end. Jackson was born in Bath, and during his early boyhood was noted for his daring in athletic sports and the many narrow escapes he had. Several times in his boyhood and in his maturer years he saved people from drowning. Once when in his teens he fell from a haymow and was taken up for dead, Another time he was struck by lightning and remained paralyzed for twenty-four hours, In 1883 he shipped on the Rainier with Capt. Morrison, and was wrecked on the coral reef near Ujae, in the South Pacific. In the little schooner of 150 tons, built on the cannibal isle from the timbers of the wrecked ship, the cap- tain, accompanied by Jackson as first officer, left to obtain suitable provisions with which to return to the island, where the captain's sick daughter and her husband were left to await them. On the second day out the captain was stricken with paralysis and Jackson was given command of and navigated the vessel to Jaluit, one of the isles of the Marshall group, where provisions were obtained from white cutthroats, who held the schooner for security, After many perilous adventures Jackson ar- rived alone at Ujae with relief for those left behind, only to finda letter from Capt. Morri- son announcing the arrival-of a United States warship and the rescue of himself and party. This letter Jackson read to the king of Ujae as stating that the king must treat Jackson well or the warship would return and ‘bom-bom” (bombard) the island. Jackson's wit saved his life, for the king, who was anxious to go to an adjacent island for some savage festival, made our Bath boy temporarily king of the island. For thirty days Jackson, king of Ujae, held his lonely court on the island beach, guarding provisions and hoping aid would come. crew of white wrecker arrived, and to nae Jackson sold for about $800 the rest of the cargo and wreck, and with them returned to Jaluit, whence he worked his way to 'Frisco, where he delivered his hard-earned $800 to the owner's agent and was rewarded with #75 for his endeavors. After being washed overboard in rounding Cape Horn he for two years sailed to the northern seas and was noted for hia feats of daring. Appropriations for the Next Fiscal Year Short of the Estimates. THE DEFICIENCY OVER A HUNDRED THOUSAND DOLLARS—STREETS WHICH WERE CONSEQUENT- LY AND NECESSARILY DROPPRD FROM THE LIST 48 ESTIMATED FoR. As stated in last evening's Stan, the Com- missioners revised the schedule of street im- provements for the fiscal yeare 1889 and 1890. For the general schedule of street improve- ments for the year the Commissioners estima- ted $293,000; the congressional appropriation was $185,165, leaving a deficiency of $107,860. To reduce the estimates to the appropriation the following streets had to be omitted: Mary- land avenue northeast, from 1th street to Boundary, $26,000; 36th street, Georgetown, from U street to Tenleytown oad, $18,750; North Carolina avenue northwest, from 6th to Sth street, $14,350; New Hampshire avenue, from 15th to 16th street, $15,000; B street south- east, from Ist to 2d street, $11,250; Delaware avenue southwest, from C to G street, $16,000; New York avenue, from Ist to North Capitol street, $8,500, Total, 107.850. There was nothing omitted in the special Schedule, The appropriation was $10,000, and will be expended on 20th street, from B to 8, and on 8 street, from 20th street to Connecticut avenue, THE GEORGETOWN SCHEDULE had an appropriation of $57,350 apportioned to it. The Commissioners, however, estimated for #76,650, thereby making a deficiency of $20,150. To reduce the estimates to the appro- priation the following streets were stricken out: 34th street, from 8 to High, cost $7,150; O} street, from 28th to 29th, $3,000; Q street, from 35th to High, $10,000; total, 20,150. THE NORTHWEST SCHEDULE was allowed $224,210 for improvements. The Commissioners estimated for $359,199, making a deficiency of $136,594. The Commissioners took some time in cutting down the schedule for this section, but finéMy succeeded, with the following results: Sth street, from Q to Bound- ary, $15,100; 13th street, from intersection of B street, $1,725; R street, from 4th to Boundary, #3,000; Boundary, from 4th to New Jersey ave~ nue, $10,500; 1ith street. from O to Boundary, $27,000; Q street, from 20th to 28d, #22,137: 4th street, from New Jersey avenue to Bovndary, $16,500; U street, from 9th to 10th, $5,000; 23d street, from Q to Pennsylvania avenue, £4,882; P street, from 4th to North Capitol, $15,750; total, $136,594, THE SOUTHWEST SCHEDULE was allowed $39,900. Estimates for 100,825 were made, making a deficiency of $10,800. To reduce the estimated improvements to the ap- propriation the following streets were omitted: 13th street, from Maynaa avenue to Water, $7,000; G street, from 3¢ to South Cupitol, $4,800; total, $11,800. ‘THE NORTHEAST SCHEDULE was given $115,475. The estimates called for $145,530, making a deficiency of $30,055. To reduce this the following streets were omitted: 8th, from I to K, $2,570; 12th, from H tu Boun- dary, $4,430; 3d, from H to L,. $9,450; 9th, from Hto ‘Maryland avenue, $14,000, ‘Total, 30,450. THE SOUTHEAST SCHEDULE was allowed $89,900 for improvements, The Commissioners estimated for $188,411, leaving a deficiency of 248,693. To reduce this the fol- lowing streets were cut out: South Carolina avenue, from 6th to 7th, $7,800; 7th, from Vir- ginia avenue to M, $4,000; 10th, from East Cap- itol to Pennsylvania avenue, $10,743; C, (south side), from 4th to 6th, $4,200; G, from Lith to Pennsylvania avenue .200; B, from North Carolina avenue to 1ith, £13,750," Total, #43,- oe A Fatal Runaway Accident. ‘MR, JOSEPH H. CROWN DIES OF HIS INJURIES, Mr. Joseph H. Crown died this morning at Providence hospital from a fracture of the skull, caused by being thrown out of his wagon on the 18th instant, at the corner of 7th and K streets northwest. Mr. Crown, who is well known as a butcher, and was engaged in a mar- ket store, at 1532 14th street, was, on Monday of last week, engaged in driving a colt attached to his business wagon. At the corner of 7th and K streets, the animal having become fright- | ended, Mr. Crown was thrown out and his head striking the pavement his skull was fractured, —— Bretat Youno Necro Rurriaxs.—A party of small colored boys were engaged in a fight esterday afternoon when a colored man named Socene Carter came by. Several of the boys were whipping a smaller boy. Carter went to the little feliow’s assistai and separated him from the crowd. Then he started on his way, but had not gone far before the crowd caught up to him. “You big—ofa—, you took up for that boy,” said one of ther number, ‘now who's going io take up for you?” The question had hardly been asked before some one threw a brick which struck Carter in the face inflicting a severe wound between his eyes, Wm. Buckner then stepped up and notifying Carter that his time had come he drew a revolver and fired at him, but the bullet missed its mark. Policeman ear caught Buckner, and Judge Miller held him for the rand jury, when the case was heard in the ee Court to-day, ——_ ALEXANDRIA. Reported for Tu EVENING Star. Tar Conreperate Monument.—Lee camp of confederate veterans met last night at the Co- lumbia engine house and completed its ar- rangements for the erection and dedication of the Alexandria confederate soldiers’ monu- ment. The monuement, which represents a soldier of the ‘‘lost cause” after the surrender at Appomatox, unarmed, will be received here inaiew days from New York, and will be erected at the intersection of Washington and | Prince streets. The 24th of May has been se- lected as the day of the dedication of the mon- ument, and all details of the celebration have been left in the hands of a committee of ten comrades, with Commander W. A. Smoot as chairman. All the state military and all the confederate camps of Virginia and the Mary- land confederate veterans will be invited to participate on the occasion. Tae New Teceorara Lixe.—The work of putting up the new lines of the Postal tele- graph company in this city will be begun this ing and its office will be established here early next month, The authori will allow the erection of no new poles until a bond has been executed that the Postal telegraph company will not transfer its franchise to any other com- pany. ‘This course is pursued in order that no one company shall have more than one set of poles on the streets of this city. ASrneet Lorrery Impossisre.—There has been some suggestion that the old-time plan of a street lottery be resorted to in order to make new streets in Alexandria, as the old streets were made. ‘The old plan would be popular and effective, but for half a century past the constitution of the state has provided that “no lottery shall hereafter be authorized by law, and the buying, Flop or transferring of tickets or chane lottery not now (1851) authorized by a of this state shall be pro- hibited.” So that it is not now in the power of the legislature to authorize the street lottery.
